The People's Committee of Thai Binh province recently held a conference to announce the Decision on the Planning of Thai Binh province for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1735/QD-TTg dated December 29, 2023.
According to the plan, the goal is for Thai Binh to become a moderately developed locality by 2030, and a developed province in the Red River Delta by 2050, becoming one of the region's industrial development centers, with a prosperous economy, a progressive society, and a protected ecological environment.
To realize the aforementioned goal, agriculture is identified as a crucial pillar, contributing to ensuring national food security, while aiming to build Thai Binh into a leading agricultural production center in the Red River Delta region.
In addition, the goal is to develop Thai Binh province into a modern industrial center, aiming to become a leading industrial and energy hub in the Red River Delta region, while also serving as a transit and distribution center for goods in the southern Red River Delta and North Central regions.
The comprehensive development of the Thai Binh Economic Zone aims to make it the core, focal point, and driving force of the province's economic development.
Develop a comprehensive socio-economic infrastructure, especially transportation infrastructure connecting within the province and with economic centers of the Northern Coastal region; promote the development and application of advanced science and technology, focusing on the application of biotechnology, post-harvest technology, and processing to serve agricultural production and people's lives.
Thai Binh City is being developed into a green, modern city with its own unique identity, serving as a political, administrative, economic, cultural, service, and commercial center; a city with scenic views along both banks of the Tra Ly River; expanding the city's development space towards multi-functional areas, including expansion to the Northeast to form a gateway city for the Thai Binh Economic Zone.
According to the plan approved by the Prime Minister, three expressways will be built in Thai Binh province: the Ninh Binh - Hai Phong Expressway (CT.08); the Hanoi Ring Road 5 (CT.39); and the CT.16 route, connecting the Thai Binh Economic Zone - Tra Giang urban area (Thai Binh City) with Hanoi Ring Road 5 and the southern economic zone of the capital.
National Highways 10, 37, 37B, 39, and 39B are being implemented in accordance with the Road Network Planning for the period 2021-2030, with a vision to 2050.
The system of 5 important provincial roads, identified as the driving force for development, connects Thai Binh City with important gateways of the province, including DT.467; DT.468; DT.454; DT.469; and DT.464.
Proposals include investing in and constructing several important river ports on the Red River, Tra Ly River, Luoc River, and Hoa River; expanding the functions of existing specialized ports into general ports; gradually investing in the construction of Thai Binh Seaport; and planning a railway line connecting Nam Dinh - Thai Binh - Hai Phong - Quang Ninh.
Proposal to establish a dual-use airport cluster serving tourism, search and rescue, and national defense and security in the coastal border area of Thai Binh province after 2030.
Thai Binh is promoting the development of its marine economy, creating breakthroughs in the fields of seaports, energy, entertainment services, resorts, and marine ecology.
At the same time, expanding land reclamation will create land reserves for the development of large-scale functional areas, forming a synchronized, modern industrial-urban-service-tourism space with attractive coastal ecological landscapes and a "zero-carbon" environment.
Preserve the current area of Tien Hai Nature Reserve.
According to Planning Decision No. 1735/QD-TTg approved by the Prime Minister on December 29, 2023, the area of Tien Hai Wetland Nature Reserve will remain unchanged instead of being reduced to 1,320 hectares as stipulated in Decision No. 731 issued by the People's Committee of Thai Binh province in April 2023.
The conservation area, covering approximately 12,500 hectares, is located outside sea dykes No. 5 and No. 6 and within the mangrove forests and coastal alluvial plains of Tien Hai district, falling under the strictly protected zone with limited emissions.
The Prime Minister requested strict control over the conversion of coastal mangrove forests to other purposes, the reclamation of inefficient aquaculture areas for land reclamation and reforestation to complete the forest belt, and the stabilization of planned forest land areas.
