This afternoon, April 22, the Economic - Budget Committee (KT-NS) of the Provincial People's Council worked with the Department of Natural Resources and Environment (TN&MT) to review the draft resolutions submitted to the 24th session of the Provincial People's Council, term 2021 - 2026.

According to the report of the Department of Natural Resources and Environment, regarding the resolution approving the policy of land recovery, allowing the conversion of the purpose of using rice-growing land, protective forest land, and special-use forest land to implement socio-economic development projects, in the reports of the Department of Natural Resources and Environment advising the Provincial People's Committee, there are 15 land recovery projects with an area of ​​128.03 hectares; 8 projects converting the purpose of rice-growing land and protective forest land with an area of ​​21.77 hectares.

The projects have full investment project approval decisions and investment policies from competent authorities. According to the provisions of the law on land, the Provincial People's Council issues resolutions on land recovery and resolutions allowing the conversion of rice-growing land, protective forest land, and special-use forest land to other purposes.

Regarding the Resolution amending and supplementing a number of articles of Resolution No. 111/2021/NQ-HDND dated August 20, 2021 on the financial mechanism for building infrastructure for land fund development and site clearance, creating clean land funds in the province, the construction of a land database in the province under the project to Strengthen land management and land database in Quang Tri province - borrowing capital from the World Bank (VILG project) has been completed to date.

However, there is currently no basis to allocate funds to rent operating infrastructure to ensure land management in the province for the next phase. If the system is not maintained and operated, it will affect the effectiveness of building the land database (Resolution No. 111/2021/NQ-HDND does not have the content: operating and maintaining the land database system).

Therefore, to suit the local situation, the Department of Natural Resources and Environment proposes that the Provincial People's Council issue a Resolution amending and supplementing a number of articles of Resolution No. 111/2021/NQ-HDND with the main content being to replace the phrase "building a land database" in Clause 2, Article 1 with the phrase "building, operating and maintaining a land database". The source of funding for implementing the resolution is drawn from 10% of the province's land use fee and land rent revenue.

At the meeting, delegates analyzed and clarified the legal basis; procedures for issuing the resolution; the necessity and reasons for issuance; documents and procedures related to land recovery area and land use purpose change of projects...

Speaking at the meeting, Head of the Economic and Financial Committee of the Provincial People's Council Nguyen Dang Anh requested the Department of Natural Resources and Environment to receive comments from delegates to complete the resolutions; continue to report to clarify the scale, legal basis, local consensus... of each project proposing land recovery, projects converting the purpose of using rice-growing land and protective forest land. Coordinate with the Economic and Financial Committee of the Provincial People's Council in completing the appraisal report to be submitted at the 24th session of the Provincial People's Council.
