
Construction is currently underway on the site of the Dong Ngang resettlement area in Hong Son village, Thang Binh commune (phase 1).
The Tan Vinh village resettlement project and the Ngoc Cham village resettlement project are two projects serving the land clearance work for the Van Thien - Ben En road. These two projects have a total planned area of 4.7 hectares, divided into 150 residential plots. Upon completion and commissioning, more than 50 households eligible for resettlement have been allocated and are living stably in the two resettlement areas. The remaining land has been auctioned off, generating revenue.
From the funds collected through the auction of land use rights, Thang Binh commune has disbursed funds for many completed projects that still had outstanding debts. These projects were carried over from the former Nong Cong District Investment and Construction Project Management Board and the former Thang Long and Thang Tho communes, such as: the project to build technical infrastructure for two resettlement areas in Tan Vinh and Ngoc Cham villages; the project to build a welcome gate, install cameras, power lines, and high-voltage lights in Thang Tho commune; the project to renovate the cultural and sports center in Thang Long commune; and the project to upgrade and renovate the headquarters of the Thang Binh commune People's Committee... By April 15, 2026, the commune had disbursed 9.134 billion VND out of 25.534 billion VND (35.77%), making it one of the few communes in the province with a high disbursement rate after nearly four months of implementation, in accordance with the province's directive on public investment capital disbursement.
Mr. Tran Van Thuan, Head of the Economic Department of Thang Binh Commune People's Committee, said: Based on the revenue from land use regulated through the auction of remaining land plots in the resettlement area serving the Van Thien - Ben En road project, the commune has focused on disbursing funds for completed projects with outstanding debts handed over by previous units. To achieve 100% disbursement of allocated funds in 2026 as planned, and to generate revenue from land funds, in addition to the infrastructure of the Dong Ngang residential area, Hong Son village (phase 1), covering 2.3 hectares, which is currently under construction and aims for completion in June 2026, the commune is focusing on completing the necessary steps for investment in other residential areas such as: Dong Ngang Resettlement Area (phase 2), with a planned area of 6 hectares; Ngoc Cham residential area, covering 2.35 hectares; and Dong Cua residential area, covering 0.6 hectares. After the completion of the infrastructure on these land plots, land use rights will be auctioned off, contributing to revenue for the budget. With revenue from land use rights auctions, the commune will continue to focus on disbursing funds for ongoing projects that have outstanding debts after being handed over. Due to the large amount of outstanding capital (approximately over 100 billion VND for 112 projects transferred from previous units), resolving everything simultaneously is difficult. Therefore, the commune will prioritize projects that have been finalized but not yet disbursed, and projects with completed work to disburse funds.
