The People's Committee of Thanh Hoa province has just issued Plan 210/KH-UBND to implement Project 06 for the period 2026-2030, with a vision to 2035, in the province, aiming to continue building on the achievements of the previous period, while creating a strong breakthrough in digital transformation, administrative reform, and improving the efficiency of state governance.
According to the plan, Thanh Hoa province has identified the application of population data, identity cards, and electronic identification and authentication as one of its key tasks, contributing to the effective handling of administrative procedures, the development of the digital economy, digital society, and digital citizens. The implementation will be carried out synchronously from the provincial level to the grassroots, ensuring the "5-3-3-2-1" principle, placing citizens and businesses at the center, and promoting the responsibility of leaders throughout the entire political system.

The overall objective of the Project is to promote the development and application of population data, electronic identification and authentication in all areas of social life; to build a multi-sectoral interconnected population data ecosystem, ensuring data that is "Accurate, Complete, Clean, Live, Unified, and Shared," effectively serving socio-economic development and leadership and management. By 2030, Thanh Hoa province strives to be among the leading provinces nationwide in science and technology, innovation, and digital transformation.
During the period 2026-2030, Thanh Hoa province will focus on implementing six major objectives: facilitating online administrative procedures and public services; promoting the development of the digital economy and digital society; developing digital citizens; expanding data infrastructure and ecosystems; ensuring social security while maintaining security and order; and supporting scientific research and innovation.
Many specific targets have been set with high determination. By 2030, 100% of eligible administrative procedures and public services will be implemented regardless of administrative boundaries; 90% of public service applications will be processed online; and the satisfaction level of citizens and businesses will reach 95% or higher. Thanh Hoa province also strives for 100% of citizens to be issued electronic identity cards, 100% of citizens to have electronic health records, and 100% of hospitals and schools to have basically implemented cashless payments.
In particular, Thanh Hoa province will focus on building and perfecting important databases such as national databases on land, finance, health, agriculture, construction, social security, and many other specialized databases; while also promoting 5G network coverage and developing shared digital platforms to serve people and businesses.
To ensure the effective implementation of the Project, the People's Committee of Thanh Hoa province assigned the Provincial Police Department as the standing agency, responsible for advising, guiding, supervising, and inspecting the implementation. Departments, agencies, and localities are responsible for developing specific plans, allocating appropriate resources, funding, and personnel; and simultaneously strengthening communication and guidance to the people on using the benefits of Project 06, considering this a crucial political task in the new development phase.
The implementation of Project 06 for the period 2026-2030 will not only create a foundation for building a modern and transparent digital government but also open up new development space for the digital economy and digital society, contributing to improving the quality of life for the people, increasing the competitiveness of the locality, and realizing the goal of making Thanh Hoa province one of the dynamic growth centers of the country in the digital era.
