Six working groups have been established to implement the merger of Kon Tum and Quang Ngai provinces.

(Chinhphu.vn) - Kon Tum province and Quang Ngai province have agreed to establish six joint working groups between the two provinces to implement the tasks assigned by the Central Government regarding the merger of the two provinces.

On the morning of April 15th, in Mang Den town (Kon Plong district, Kon Tum province), the Standing Committee of the Kon Tum Provincial Party Committee and the Standing Committee of the Quang Ngai Provincial Party Committee held a conference to implement the Central Government's policy on merging provincial-level administrative units. Comrade Duong Van Trang, Secretary of the Kon Tum Provincial Party Committee and Chairman of the Kon Tum Provincial People's Council, and Comrade Bui Thi Quynh Van, Secretary of the Quang Ngai Provincial Party Committee and Chairman of the Quang Ngai Provincial People's Council, co-chaired the conference.

Complete the Project Proposal and Implementation Plan before May 1st.

According to the specific plan for the reorganization of 52 provincial-level administrative units recently approved by the Government, Kon Tum province and Quang Ngai province will merge into one new province called Quang Ngai province, with the administrative and political center located in Quang Ngai city. Quang Ngai province currently has a natural area of ​​14,832.6 km2 and a population of 1,861,700 people.

At the conference, the two provinces discussed and agreed to establish six joint working groups to implement the tasks assigned by the Central Government regarding the merger of the two provinces, including: a working group on congress documents; a working group on administrative units; a working group on organization, structure, and staffing; a working group on personnel; a working group on local policies; and a working group on finance, budget, and public buildings and assets.

The Provincial Party Committee's Organization Department and the Departments of Internal Affairs of the two provinces agreed to jointly advise on the members of the working groups, report to the Standing Committees of the Provincial Party Committees of the two provinces, and assign Quang Ngai province to sign and issue decisions establishing and assigning tasks to the working groups. At the same time, they agreed to appoint a focal point officer to coordinate between the respective agencies of the two provinces to facilitate the exchange and resolution of issues related to both provinces.

The Standing Committees of the Provincial Party Committees of the two provinces have basically agreed on the first draft of the plan to merge Kon Tum and Quang Ngai provinces; and the plan for coordinating the implementation of related tasks for the merger. This includes careful consideration of specific factors such as historical traditions, culture, ethnicity, religion, beliefs, customs, geographical location, natural conditions, communities, requirements for national defense and security, socio-economic development, and sustainable poverty reduction; specific mechanisms and policies between the two provinces; the operation of the political system after the merger; and the upgrading of National Highway 24 and investment in the construction of the Quang Ngai - Kon Tum expressway.

The Provincial Party Committee's Organization Department and the Department of Internal Affairs of the two provinces are tasked with incorporating the feedback from the members of the Provincial Party Standing Committees of the two provinces, finalizing the draft Project Proposal and Implementation Plan, and ensuring that the Project Proposal dossier is submitted to the Ministry of Internal Affairs and the Government before May 1, 2025.

It was agreed to hold working sessions between the Standing Committee of the Quang Ngai Provincial Party Committee and the Standing Committee of the Kon Tum Provincial Party Committee from now until September 1, 2025, on a regular basis every three weeks, and on an ad hoc basis when necessary; the working location will alternate between the two provinces.

Establish a new provincial office in the current city of Kon Tum.

Speaking at the conference, Kon Tum Provincial Party Secretary Duong Van Trang basically agreed with the content of the merger plan between the two provinces and the plan for implementing related tasks. He requested that the People's Committees of the two provinces continue to research and advise the Standing Committees of the Provincial Party Committees of the two provinces to approve the plan for the second time, finalize and unify it, and report to the Central Government by May 1st. After the merger is completed on September 1st as directed by the Central Government, the new provincial apparatus should be put into operation as quickly, effectively, and efficiently as possible, without interruption.

Due to the large geographical area of ​​Kon Tum province and the difficult transportation, the Secretary of the Kon Tum Provincial Party Committee suggested that the Standing Committee of the Quang Ngai Provincial Party Committee consider allocating a working unit in Kon Tum city in addition to the main part of the administrative apparatus working in Quang Ngai city after the merger, in order to ensure the smooth and efficient operation of the apparatus.

Furthermore, for the staff and civil servants of Kon Tum province working in Quang Ngai city, we request that the Standing Committee of the Quang Ngai Provincial Party Committee pay attention to and provide favorable conditions regarding accommodation and transportation between the two provinces.

Initially, we propose that the two provinces prioritize investing in the renovation of 62 km of National Highway 24 to facilitate transportation and travel for officials and residents, shortening travel time between Kon Tum and Quang Ngai while awaiting the implementation of the expressway.

The Secretary of the Kon Tum Provincial Party Committee also provided a brief overview of the socio-economic situation and revolutionary traditions of Kon Tum province to help prepare the documents for the upcoming Provincial Party Congress.

Concluding the meeting, the Secretary of the Quang Ngai Provincial Party Committee, Bui Thi Quynh Van, informed that the officials, Party members, and people of Quang Ngai province were very pleased to receive official information about the merger between Quang Ngai and Kon Tum provinces.

He emphasized that this meeting is only the first step, and there is still much work to be done between now and September 1, 2025. In a friendly atmosphere, with a spirit of responsibility, solidarity, unity, and mutual sharing, the merger of the two provinces will certainly achieve the best results, leading to a future of rapid, sustainable, and prosperous development.

The comrade requested that the Standing Committees of the Provincial Party Committees of the two provinces promptly finalize the plan, ensuring quality, requirements, and timelines in accordance with Central regulations, especially regarding organizational structure, apparatus, and staffing, so that the newly merged province can operate optimally, being close to and responsive to the people. At the same time, he requested that the Central Government continue to maintain the special policies of the Central Highlands for the Kon Tum area.

The Secretary of the Quang Ngai Provincial Party Committee expressed confidence that, with a spirit of solidarity, unity, consensus, sharing, and joint action for the common task, the Standing Committee of the Quang Ngai Provincial Party Committee and the Standing Committee of the Kon Tum Provincial Party Committee will lead and direct the joint working groups between the two provinces and relevant agencies, units, and localities to seriously implement the set requirements and achieve the best results.
