On the morning of April 15, in Mang Den town (Kon Plong district, Kon Tum province), the Standing Committee of Kon Tum Provincial Party Committee and the Standing Committee of Quang Ngai held a conference to implement the Central Government's policy on merging provincial administrative units. Comrade Duong Van Trang, Secretary of the Provincial Party Committee, Chairman of the Kon Tum Provincial People's Council and Comrade Bui Thi Quynh Van, Secretary of the Provincial Party Committee, Chairman of the Quang Ngai Provincial People's Council co-chaired the conference.

Complete the Project and Implementation Plan before May 1st

According to the specific arrangement plan for 52 provincial-level administrative units just approved by the Government, Kon Tum province and Quang Ngai province will merge into a new province called Quang Ngai province, with the administrative and political center located in Quang Ngai city. Quang Ngai province currently has a natural area of ​​14,832.6 ^km2 and a population of 1,861,700 people.

At the conference, the two provinces discussed and agreed to establish 6 joint working groups between the two provinces to carry out the tasks assigned by the Central Government regarding the merger of the two provinces, including: Working group on congress documents; Working group on administrative units; Working group on organization, apparatus, and staff; Working group on cadres; Working group on local policies; Working group on finance, budget, headquarters, and public assets.

Assign the Provincial Party Committee's Organization Board and the Department of Home Affairs of the two provinces to agree on the members of the Working Groups, report to the Standing Committees of the Provincial Party Committees of the two provinces and assign Quang Ngai province to sign and issue decisions to establish and assign tasks to the Working Groups. At the same time, agree to assign officials to act as focal points for coordination between the respective agencies of the two provinces to facilitate the exchange and resolution of work related to the two provinces.

The Standing Committees of the Provincial Party Committees of the two provinces basically agreed on the first draft of the Project to merge Kon Tum and Quang Ngai provinces; the Plan to coordinate the implementation of related tasks to merge Kon Tum and Quang Ngai provinces. In particular, they carefully considered specific factors regarding historical traditions, culture, ethnicity, religion, beliefs, customs, practices, geographical location, natural conditions, residential communities, requirements to ensure national defense, security, socio-economic development, sustainable poverty reduction; on specific mechanisms and policies between the two provinces; on the operation of the political system after the merger; on upgrading National Highway 24 and investing in and building the Quang Ngai - Kon Tum expressway.

Assign the Provincial Party Committee's Organization Board and the Department of Home Affairs of the two provinces to receive comments from the Standing Committee members of the Provincial Party Committees of the two provinces, complete the draft Project and Implementation Plan, and ensure that the Project dossier is submitted to the Ministry of Home Affairs and the Government before May 1, 2025.

Agree on organizing working sessions between the Standing Committee of Quang Ngai Provincial Party Committee and the Standing Committee of Kon Tum Provincial Party Committee from now until September 1, 2025, periodically every 3 weeks, and ad hoc when necessary; working locations alternate between the two provinces.

Arrange a working unit of the new province in the current Kon Tum city

Speaking at the conference, Kon Tum Provincial Party Secretary Duong Van Trang basically agreed with the content of the Project to merge the two provinces and the plan to implement related tasks. He proposed that the People's Committees of the two provinces continue to study and advise the Standing Committees of the Provincial Party Committees of the two provinces to approve the Project for the second time and complete, unify, and report to the Central Committee on May 1. After completing the merger on September 1 according to the Central Committee's direction, the new provincial apparatus should be put into operation as quickly, effectively, and efficiently as possible without interruption.

Due to the large area of ​​Kon Tum province and difficult traffic, the Secretary of the Kon Tum Provincial Party Committee proposed that the Standing Committee of the Quang Ngai Provincial Party Committee consider that in addition to the main part of the apparatus working in Quang Ngai city after the merger, a part should be arranged to work in Kon Tum city, so that the apparatus can operate smoothly and effectively.

In addition, for the staff of Kon Tum province when working in Quang Ngai city, it is recommended that the Standing Committee of Quang Ngai Provincial Party Committee pay attention and create favorable conditions for accommodation and transportation between the two provinces.

In the immediate future, it is recommended that the two provinces pay attention to investing in upgrading 62 km of National Highway 24 to facilitate traffic and travel for officials and people, shortening travel time between Kon Tum and Quang Ngai while waiting for the expressway to be deployed.

The Secretary of Kon Tum Provincial Party Committee also provided preliminary information on some key features of the socio-economic situation and revolutionary traditions of Kon Tum province to prepare documents to submit to the upcoming Provincial Party Congress.

Concluding the meeting, Secretary of Quang Ngai Provincial Party Committee Bui Thi Quynh Van informed that officials, party members and people of Quang Ngai province were very excited to receive official information about the merger between Quang Ngai and Kon Tum provinces.

He emphasized that this meeting is just the first step, there is still a lot to do from now until September 1, 2025. In a friendly atmosphere, with a sense of responsibility, solidarity, unity, and sharing, the merger of the two provinces will certainly achieve the best results, towards a future of rapid, sustainable, and prosperous development.

He requested the Standing Committees of the Provincial Party Committees of the two provinces to soon complete the project, ensuring quality, requirements, and time in accordance with the regulations of the Central Government, especially regarding the organization, apparatus, and staffing so that the newly merged province can operate best, close to the people, and be close to the people. At the same time, he requested the Central Government to continue to maintain the special policy of the Central Highlands for the Kon Tum area.

The Secretary of the Quang Ngai Provincial Party Committee believes that with the spirit of solidarity, unity, consensus, sharing and joint action for the common task, the Standing Committee of the Quang Ngai Provincial Party Committee and the Standing Committee of the Kon Tum Provincial Party Committee will lead and direct the Joint Working Groups between the two provinces and relevant agencies, units and localities to seriously implement, ensure the requirements and achieve the best results.
