The intense heat and impact of the El Nino phenomenon occurring in many parts of the country in recent times has increased the people's demand for electricity, combined with the lack of rain in the northern provinces. The low water level in hydroelectric reservoirs has greatly affected the electricity supply in the dry season of 2023. The Prime Minister has directed in many forms from early and remotely to ensure the electricity supply in the dry season of the year. 2023, in which there is an absolute requirement not to have a power shortage as well as to note specific solutions to overcome difficulties in power supply in the past time, including Notice No. 185/TB-VPCP dated May 19 May 5. Although, Electricity of Vietnam (EVN), Vietnam Oil and Gas Group (PVN), Coal-Mineral Industry Group (TKV) and relevant ministries and agencies have made great efforts some urgent solutions have been taken, but so far, there have been factors that negatively affect the assurance of sufficient electricity supply in the coming time, especially in the North. Facing the current difficult situation of electricity supply, the Prime Minister requested:
1. Ministry of Industry and Trade:
– Review and carefully evaluate the current situation of electricity supply, especially arising factors affecting the assurance of electricity supply to enhance the effectiveness and efficiency of state management, and urgently guide EVN. develop scenarios to proactively and promptly respond to difficulties in power supply and organize the implementation according to regulations. Get this done by June 10, 6.
– Urgently complete the Prime Minister's Directive on enhancing electricity saving in the period of 2023 - 2025 and the following years, under the direction of Deputy Prime Minister Tran Hong Ha, in which solutions focus practical and effective in the current difficult period of electricity supply, submit it to the Prime Minister for signature and promulgation before June 08, 6.
– Urgently complete the Prime Minister's Directive on ensuring electricity supply, coal and gas supply for power production in the coming time under the direction of the Prime Minister in Document No. 8230/VPCP-CN dated December 07, 12, report to the Prime Minister before June 2022, 15.
- Research and guide the final handling according to competence for wind power and solar power projects that have been constructed but fail to meet the deadline for application of the FIT pricing mechanism (which has expired); urgently guide the negotiation of electricity prices in the spirit of "harmonious benefits, shared risks" for wind power and solar power projects mentioned above according to regulations, completed in June of this year. 6.
– Reviewing the provisions of the law on electricity to provide guidance on investment in the transmission grid according to the approved electricity development planning, in which to promote investment in the form of public-private partnership during the construction process. , submit to the Prime Minister for promulgation the Implementation Plan of the Electricity Master Plan VIII.
– Urgently adjust the management and direction of the National Load Dispatch Center to the Ministry of Industry and Trade according to the regulations of the Party and State in June 6 and study and implement appropriate and effective policies .
2. The Committee for Management of State Capital at Enterprises, within its competence and prescribed by law, directs EVN, PVN and TKV Groups to closely and effectively coordinate in implementing solutions to ensure electricity supply. dry season in 2023 and beyond; promptly report to the Prime Minister on matters beyond its competence.
3. Vietnam Electricity Corporation:
– Focusing on effectively mobilizing all resources, making the best efforts in directing and administering the synchronous and effective implementation of solutions to ensure electricity supply; strictly comply with regulations and the direction of the Prime Minister and the guidance of the Ministry of Industry and Trade on this issue.
– Actively develop flexible scenarios to cope with difficulties in power supply and follow the guidance of the Ministry of Industry and Trade; at the same time, assume the prime responsibility for, and coordinate with ministries, branches and localities in, organizing the implementation according to regulations.
– Urgently direct and directly troubleshoot power plants, especially power plants in the North to put them into operation as soon as possible.
– Highly focused on effectively implementing solutions to enhance electricity saving, especially in June 6.
4. Coal-Mineral Industry Group, Vietnam Oil and Gas Group supply enough coal and gas for power plants at the request of EVN; closely coordinate with EVN in implementing solutions to ensure electricity supply in the coming time; to urgently direct the troubleshooting of power plants under their authority, which will soon be put into operation in June 6.
5. The People's Committees of the provinces and centrally-run cities shall closely coordinate with EVN, power corporations/companies in carrying out power saving work in the locality with the highest efficiency and implementing scenarios to cope with difficulties in electricity supply in the coming time.
6. Assign the Minister of Industry and Trade to direct the establishment of a specialized inspection team in accordance with the law on electricity supply and management of Vietnam Electricity from January 01, 01 to June 2021, 01.
