Teachers eagerly await salary increases.

A major motivation for teachers to feel secure in their work.

As reported by Dai Doan Ket Newspaper, the Ministry of Education and Training is currently seeking feedback from agencies, organizations, and individuals on the draft Law on Teachers. The feedback period is 60 days, ending on July 13th.

The draft Law on Teachers stipulates several new policies to attract and develop the teaching staff.

Among the provisions, one that millions of teachers nationwide are most interested in is the regulation that teachers' salaries will be prioritized and ranked highest in the administrative and public service salary scale system.

Ms. Pham Minh Phuong, a teacher at Pho Rang 1 Secondary School (Lao Cai), said that she is very happy and supportive of this proposal. According to Ms. Phuong, raising salaries will help teachers feel secure in their profession and contribute to improving the quality of education .

With over 22 years of experience in the education sector, Mr. Le Van Tich – a history teacher at Dien Tan Secondary School (Dien Chau district, Nghe An province ) – currently has a salary coefficient of 4.68, with a total net salary of over 11 million VND per month, including teaching allowances.

Besides his salary, Mr. Tich has no other source of income because he refuses to teach extra classes due to the lack of legitimacy. Therefore, when the Ministry of Education and Training announced the draft Law on Teachers, the proposal to increase salaries was discussed enthusiastically by Mr. Tich and other teachers in the school. The teachers were very excited and happy, believing that this would be a great motivation for teachers to love their profession more and feel secure in their work.

According to Mr. Tich, if teachers earn a better income, the status and value of the teaching profession will be enhanced, and they will be respected by parents. This will help teachers feel more confident in their work.

"Furthermore, there was a time when the teaching profession faced significant difficulties in student recruitment. Higher teacher salaries would attract talented individuals to work in teaching. The quality of university entrance would increase. Thus, the quality of education would improve," Mr. Tich stated.

Legislating the policy of providing the highest salaries for teachers.

The Law on Teachers was developed with the aim of further codifying the views of the Party and the State on teachers, contributing to the improvement of the legal system on education, including teachers.

At the same time, it is necessary to create a favorable legal environment for the development of the teaching staff; to regulate issues related to teachers in order to create a synchronized and unified legal framework, creating conditions for teachers to work with peace of mind, love their profession, be dedicated and responsible to their work.

According to Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Management Staff (Ministry of Education and Training), the new salary structure rules stipulate that basic salary accounts for 70%, while preferential allowances account for 30%. The education sector will receive the highest level of professional preferential allowances.

Minister of Education and Training Nguyen Kim Son stated that the purpose, significance, role, and importance of drafting the Law are already clear. The issue is to answer the question that 1.6 million teachers are concerned about: What will teachers gain from the enactment of the law? What further development will the teaching force in general receive from this law?

According to Minister Nguyen Kim Son, it is necessary to institutionalize and legalize the policy that teachers' salaries should be prioritized and ranked highest compared to the administrative and public service salary scale system.

In the draft Law on Teachers, the Ministry of Education and Training once again affirms the position and role of teachers as a high-quality human resource, an important part of the country's intellectual workforce, and the core force of the education sector.

Teachers play a decisive role in ensuring the quality of education and human resources; they are the leading factor in raising the intellectual level of the population, training human resources, and nurturing talent; and they make a significant contribution to building a learning society and an advanced culture rich in national identity.

In fact, one of the main reasons for the recent increase in teachers quitting or changing jobs is low salaries. To stay in the profession, many teachers have to take on numerous side jobs.

Therefore, the proposal to prioritize teachers' salaries above the administrative and public service salary scale is great news and is eagerly awaited by teachers nationwide when this policy is enacted into law.

However, in addition to salaries, Ms. Phuong and Mr. Tich, as mentioned above, and many other teachers also hope for practical policy reforms and the removal of barriers so that they can work with peace of mind and dedicate themselves to the profession.

According to the draft, the salary policy for teachers includes salary, allowances, and other benefits (if any). Teachers' salaries are given the highest priority compared to the administrative and public service salary scale system.

Salaries and salary-related policies for teachers working in private, independent, and autonomous educational institutions shall not be less than the salaries and salary-related policies of teachers with the same level of training, seniority, and title in public educational institutions receiving salaries from the State budget, and shall not be lower than the regional minimum wage as stipulated by the Government.
