Developing strategic technologies is a particularly urgent task, requiring decisive implementation from the issuance of mechanisms and policies to the organization of execution, breakthrough actions, and the creation of tangible results and real value. Success in mastering strategic technologies will contribute to making Vietnam a dynamically developing nation with technological capabilities and technological products of international stature and brand recognition.
Key premises
Strategic technologies with breakthrough and widespread impact are identified by the State as key areas for investment and development. These technologies help enhance self-reliance, create national competitive advantages, ensure national defense and security, and promote sustainable socio -economic development.
The development of strategic technologies is currently attracting the participation of the entire political system, the business community, intellectuals, scientists, and society as a whole. According to Professor Tran Hong Thai, President of the Vietnam Academy of Science and Technology, over the years, the institution has collaborated with domestic and international agencies and organizations to effectively implement numerous scientific research, technology development, and innovation projects closely aligned with the practical needs of various sectors, fields, and localities.
Recently, the Vietnam Academy of Science and Technology reviewed, screened, and selected a list of 112 technologies that meet the requirements for readiness for deployment, transfer, and practical application, suitable for the development needs of various industries and fields. Some typical technologies include: Integrated solutions using artificial intelligence (AI), the Internet of Things, cloud computing/edge computing, automation, and robotics to enhance the operational monitoring capabilities of industrial and energy systems; the Digital Core Platform (Lowcode) technology platform; and genetically modified rice varieties with high gamma oryzanol content…
According to the Director of Hanoi National University, Associate Professor, Dr. Bui The Duy, the institution has established strategic industrial technology research institutes (semiconductor chips, quantum technology, AI4SD), and centers of excellence with significant investment in resources, forming 16 key research programs focusing on strategic technology fields such as: semiconductor chips, AI, robotics-automation, UAVs, cybersecurity, advanced biomedical technology, new materials and energy, quantum technology, and sustainable development.
Regarding the business, Mr. Tran Manh Bao, Chairman of ThaiBinh Seed Group, shared that the group has always persistently pursued a development path based on science and technology. They invested in building a plant research institute 25 years ago with a team of highly specialized scientists; and maintain close links with research institutes and universities both domestically and internationally. To date, the group has researched, selected, and nationally recognized over 40 high-quality plant varieties, accounting for 20% of the country's rice cultivation area, contributing to improved productivity, quality, and efficiency for farmers.
Continue to focus resources
The initial results in scientific and technological development from research institutes, universities, and enterprises have laid a fundamental foundation for promoting breakthroughs in scientific and technological development in general, and strategic technology development in particular. However, given the current demands for innovation, the development of strategic technology needs to move to a phase of concentrated resources, larger-scale development, greater modernity, and a more strategic orientation.
The conclusion of General Secretary and President To Lam at the thematic meeting on strategic technologies of the Standing Committee of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation clearly indicated the urgent need for a strong change in mindset and approach. The Prime Minister issued Decision 21/2026/QD-TTg, identifying a list of 10 strategic technologies and 30 strategic technology products divided into two groups; and issued a decision assigning specific tasks for the development of strategic technologies to ministries, sectors, and localities.

According to experts, with the Party and State's guidelines and policies, and the decisive direction of leaders at all levels, the task in developing strategic technology is to create concrete products with added value, practical applicability, commercialization, and a high localization rate, making a truly effective contribution to increasing labor productivity and the competitiveness of the economy.
Furthermore, ministries, sectors, and units need to strengthen international cooperation and establish mechanisms for foreign businesses investing in Vietnam to transfer technology; aiming to strongly promote the network of Vietnamese intellectuals and experts abroad; and shifting strongly from a "doing it for the sake of doing it" mindset to a mindset of creating genuine products, real value, and real effectiveness. Science and technology programs and innovation tasks should aim to solve major national problems, using output, practical effectiveness, and the level of commercialization as measures to evaluate implementation results.
Currently, research institutes, universities, and businesses are also transforming themselves, proposing solutions and goals to realize the policies and directives on strategic technology development. For example, the Vietnam Academy of Science and Technology is developing a project to strengthen its capacity to be on par with advanced countries in the region and around the world, planning to invest in developing strategic technology research and development centers… Hanoi National University is undertaking the task of designing a low-power, open-source RISC-V microprocessor IP core for IoT devices; manufacturing a Lab-on-a-chip system for early detection of lung cancer cells; deploying an intelligent control system for multiple UAVs for search and rescue and wide-area monitoring… ThaiBinh Seed Group plans to invest approximately 500 billion VND in research infrastructure, biotechnology laboratories, data centers, and intelligent testing systems during the 2026-2030 period…
According to Minister of Science and Technology Vu Hai Quan, Vietnam is facing a great opportunity to make a breakthrough in the new development phase, and it is necessary to more strongly unlock all resources for science, technology, and innovation. Therefore, the scientific community, businesses, universities, research institutes, ministries, localities, and the entire society need to work together to build a dynamic, open, and effective innovation ecosystem so that science, technology, and innovation truly become the main driving force for Vietnam's rapid and sustainable development.
