Quang Ngai province decentralizes the management of preferential funds for people who have rendered meritorious services to the revolution.

On May 22, 2026, the People's Committee of Quang Ngai province officially issued Decision No. 62/2026/QD-UBND, along with regulations on the decentralization of management and use of recurrent expenditure funds. These regulations focus on implementing policies and preferential treatment for people who have rendered meritorious services to the revolution, their relatives, and those who directly participated in the resistance war in Quang Ngai province, with funding guaranteed from the central government budget.

The scope of this Regulation covers the management and use of recurrent expenditure funds to implement preferential policies for those who have rendered meritorious services to the revolution, their relatives, and those who directly participated in the resistance war. Those who directly participated in the resistance war are broadly defined, including those who participated in the war to defend the Fatherland, performed international duties in Cambodia, assisted Laos, and experts who went to assist Laos and Cambodia. The Regulation applies to all agencies, organizations, and individuals involved in the management and use of these funds throughout Quang Ngai province.

The principle of implementation is that decentralization aims to ensure uniformity, comprehensiveness, effectiveness, and efficiency in state management, in line with the current legal system. This regulation is also consistent with the central government's delegation of authority to provincial People's Committees as stipulated in Decree No. 128/2025/ND-CP and related documents such as Circular No. 44/2022/TT-BTC, amended and supplemented by Circular No. 95/2025/TT-BTC; it strengthens the responsibility of the decentralized agencies, clearly defines tasks, powers, implementation capabilities, and promotes the proactive role of the heads of these agencies. At the same time, it ensures the provision of sufficient financial resources, human resources, and other necessary conditions for task implementation. Timely, accurate, and sufficient payment of preferential benefits to meritorious individuals is essential, ensuring there are no interruptions or delays in the transfer of responsibilities from the provincial to the commune level, especially after the reorganization of administrative units and the implementation of the two-tiered local government model. Transparency and openness are required in the management of beneficiaries, records, and funds for preferential benefits to meritorious individuals. Any changes or fluctuations must be promptly updated in the database system and reported according to regulations.

The Department of Internal Affairs is responsible for managing, using, and accounting for the allocated recurrent expenditure funds to implement preferential policies for meritorious individuals in budget-using units under its management. The People's Committees of communes, wards, and special zones are also responsible for managing, using, and accounting for the allocated recurrent expenditure funds for agencies and units under their management, in compliance with the State Budget Law and other relevant legal regulations.

The Department of Finance is responsible for compiling and advising competent authorities on the allocation of funds from the central government's targeted supplementary budget for implementing preferential policies for meritorious individuals, and for carrying out financial settlements according to regulations. The Department of Finance also advises on the allocation, assignment, and supplementation of annual budget estimates for the Department of Interior and the People's Committees of communes, wards, and special zones.

The People's Committees of communes, wards, and special zones shall prepare budget estimates, consolidate them into the commune-level budget estimates, and submit them to the Department of Internal Affairs (and simultaneously to the Department of Finance) before May 15th of each year. Commune-level authorities are also responsible for managing and using funds according to the decentralization plan, preserving records and documents, and preparing final accounts reports. In addition, the People's Committees at the commune level shall regularly direct inspections and supervision of the management and use of funds, and strictly handle cases of violations. A noteworthy point is the inspection and supervision of subsidy payments; in cases where beneficiaries do not receive their subsidies for three consecutive months (for direct payments), the commune must request the Department of Internal Affairs to temporarily suspend payments.

The regulations encourage and require communes to continue implementing cashless payment of subsidies through personal accounts or authorized representatives, ensuring accuracy, speed, timeliness, and avoiding unnecessary administrative procedures. Direct payment will only continue in cases where beneficiaries do not meet the eligibility requirements for opening an account or do not have an authorized representative. Communes must strictly implement the recommendations of inspection and auditing agencies, notify the annual financial settlement review, and direct the recovery and return to the state budget any misappropriated funds discovered.

The Department of Internal Affairs is responsible for implementing, monitoring, and guiding the implementation of this Regulation. During the implementation process, if any difficulties or issues arise, agencies, units, and localities should promptly report them to the Department of Internal Affairs for compilation and reporting to the Provincial People's Committee for consideration and decision on appropriate amendments and additions.
