Dong Nai is facing many opportunities for breakthrough development in the new era, as it has been identified by the Central Government and the Politburo as a city playing a national driving role.

According to Central Committee member and Minister of Finance Ngo Van Tuan, Dong Nai holds an extremely important position in the overall development of the country. Currently, the city's economic scale and budget contribution rank fourth nationwide. Every 1% growth in the city contributes 0.05% to the national GDP growth. Therefore, the double-digit growth target assigned to the city by the Central Government is all the more significant, contributing to the successful achievement of the national double-digit growth target.

Break free from the traditional industrial model.

Dong Nai is one of the first localities in the country to develop concentrated industrial parks and implement a model for attracting foreign direct investment (FDI). This process has created momentum for the city to achieve its current position on the national economic map. However, given the demands for a model and quality of rapid and sustainable growth, restructuring the investment attraction model and industrial development space is urgently needed.

The local mindset of having many industrial parks and a large workforce as a source of pride seems no longer suitable for the demands of new development. If industrial parks mainly consist of businesses with outdated technology, processing low value-added goods; and furthermore, these businesses employ a large number of unskilled laborers and require significant land, water, and energy resources, then the resulting pressure on transportation systems, schools, hospitals, and the environment is enormous and long-lasting.

This can be verified in practice; over the years, transportation infrastructure and schools have always been overloaded. In many localities near concentrated industrial zones such as Long Binh, Trang Dai, Ho Nai, Long Hung, Tam Hiep, etc., the percentage of schools meeting national standards is low due to overcrowding of students per class.

Comrade Vu Hong Van, Member of the Central Committee of the Party, Secretary of the City Party Committee, and Head of the National Assembly Delegation of Dong Nai City, stated: Before being granted an investment certificate, investors coming to Dong Nai must commit to their investment capacity, the commencement date, the completion date of the factory construction, and the date the first products will be on the market. If they fail to fulfill their commitments, the city will resolutely revoke the project.

Improving the quality of FDI flows in the new phase.Over the past nearly 40 years, Vietnam has experienced four waves of attracting foreign direct investment (FDI). In all four waves, Dong Nai has consistently been among the leading localities nationwide in attracting FDI. With its advantageous location as a transportation gateway to the Southern key economic region and its early-established industrial park system, Dong Nai has become a destination for many international investors.

According to Le Kim Huong, Chairman of the People's Committee of Trang Dai Ward: The formation of the ward's current population of 140,000 people is closely linked to the period of attracting industrial investment to Dong Nai City. People from all over the country came to the city to work as laborers and then settled permanently in the ward. The increase in population due to migration, along with lax management, led to the formation of many spontaneous residential areas, illegal construction, disruption of planning, overloading of transportation infrastructure and schools… These consequences took many years to overcome.

During a meeting between Prime Minister Le Minh Hung and the Standing Committee of the Dong Nai City Party Committee on June 13th, the Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, Nguyen Van Ut, shared that the quality of FDI attraction in Dong Nai City is not commensurate with its potential. The city currently has over 2,300 FDI projects with registered capital exceeding US$45 billion, but the majority are concentrated in labor-intensive processing and manufacturing sectors with low added value, and the number of high-tech enterprises remains low. Labor-intensive enterprises are creating significant pressure on social welfare, especially regarding schools, hospitals, and housing.

According to Politburo member and Prime Minister Le Minh Hung, Dong Nai needs to consolidate and develop its position as a modern industrial center in the Southern key economic region and the whole country. It should selectively attract investment into industrial parks; review industrial land resources and occupancy rates to prioritize attracting high-tech projects, supporting industries, precision mechanics, automation, new materials, and energy-saving projects. The mindset should shift from mass production and raw material exports to green exports, digital exports, and high value-added exports.

A new vision for development

According to the Standing Committee of the Dong Nai City Party Committee, the industrial development process over the years has created the foundation and achievements that have allowed the city to reach its current position. However, the previous methods of attracting investment and developing industrial parks are no longer suitable. If the current industrial development approach continues, Dong Nai will forever remain a destination for low-tech, labor-intensive businesses that use a lot of land, water, and energy. Meanwhile, the workers in these businesses will find it difficult to earn high incomes, while the budget will not receive significant revenue, and may even have to spend more money to address social welfare issues for the workers.

With Dong Nai's infrastructure clearly improving, especially with the upcoming Long Thanh International Airport and the opening of many expressways, the value of industrial development land in areas such as Bien Hoa, Long Thanh, Nhon Trach, Cam My, and Xuan Loc has significantly increased. Therefore, the city is determined to restructure the development of concentrated industrial parks to suit the types and scales of various projects. The city prioritizes the development of high-tech industrial parks, next-generation industrial parks, innovation and research centers, and information technology centers in the Long Thanh, Nhon Trach, and Cam My areas. Heavy industrial projects requiring large land areas but with the potential to generate high added value will be prioritized for development in the northern part of the city.

To concretize this policy, the city has "closed its doors" to low-tech projects while simultaneously creating maximum favorable conditions for high-tech projects, such as: the factories of Coherent Group in Nhon Trach 1 Industrial Park (Nhon Trach ward), and the factory of Onsemi Group in Bien Hoa 2 Industrial Park (Tran Bien ward). Particularly noteworthy is the fact that two new-generation industrial parks near Long Thanh International Airport, developed by KN Holdings Group, are currently under rapid infrastructure construction and attracting investors in high-tech and core technologies such as semiconductor microchips, chip manufacturing, electronics, and electric vehicles.

At a meeting with the Standing Committee of the Dong Nai City Party Committee on May 18th, General Secretary and President To Lam emphasized that Dong Nai must create a new growth model and be determined to move beyond the confines of a traditional industrial center. The status of a city demands that Dong Nai develop based on productivity, technology, knowledge content, innovation capacity, and its ripple effect on domestic businesses, rather than relying on industrial land, cheap land, or the number of projects.
