What is the difference between an identity card and a citizen identification card?

The concept of "identity" has generated considerable confusion and ambiguity, particularly with the emergence of both identity cards and citizen identification cards.

Specifically, on November 27, 2023, the National Assembly enacted Law No. 26/2023/QH15 on Identity Cards, officially renaming the personal identification document from citizen identity card (CCCD) to citizen identity card, and this will be applied from July 1, 2024.

According to the Ministry of Public Security, this change is in line with international practice, as many countries around the world use national identity cards for their citizens. Therefore, the card replacement aims to ensure universality and create a foundation for international integration.

Furthermore, renaming it to "citizen identity card" would also be more comprehensive in terms of the target audience and scope of regulation. Because the citizen identity card is only issued to Vietnamese citizens, and when we talk about citizen identity cards, we are referring to all kinds of information related to that individual.

The identity card has many advantages over the citizen identification card.

However, the identity card is also applicable to Vietnamese citizens and citizens of Vietnamese origin living in Vietnam, as well as those whose nationality is undetermined.

At the same time, the coded section of the identity card also integrates information about the father, mother, wife, husband, children, legal representative, and the person represented by that person, including their surname, middle name and given name, personal identification number, 9-digit national identity card number, and nationality.

Therefore, keeping the citizen identity card is no longer appropriate because the citizen identity card only contains the personal information of that citizen, while the Citizen Identity Card also integrates the information of relatives in the QR code of the Citizen Identity Card.

All the information on the identity card is specific, detailed, and incorporates more modern technology than the citizen identity card, offering many outstanding and useful features for citizens, such as:

- It contains more information about citizens compared to the currently used Citizen Identity Card.

- It is convenient for citizens to use the information contained in the National Identity Card.

- It includes a lot of unique and distinctive information about people, making it easy to distinguish one person from another.

- Retaining the QR code, integrating various citizen information along with multiple types of documents helps people avoid carrying too many papers when performing administrative procedures, and saves time, money, and effort in storing and using other documents.
