The Steering Committee focused on establishing a new leadership and guidance method for the Party in three areas: institutional improvement, law enforcement organization, and judicial reform in the new development phase; at the same time, it basically agreed on the draft working regulations, decided on the assignment of tasks to the members of the Steering Committee, and the work program for the coming period.
In the context of the country entering a new stage of development, in order to achieve rapid and sustainable development, enhance strategic autonomy, and build a socialist rule of law state in Vietnam, the Steering Committee affirms that first and foremost, there must be good institutions, good laws, and good law enforcement organizations, creating a space for development, protecting justice, human rights, and the legitimate rights and interests of the people.
In its first meeting, the Steering Committee provided input on many issues important to the country's development.
General Secretary and President To Lam emphasized the need to focus on improving the capacity for policy, legal, judicial, and state governance advice, coordination mechanisms between agencies, and rapid response to practical legal issues, especially at the grassroots level.
Regarding the mechanisms, policies, and major solutions to institutionalize the guidelines and directions for the development of the state-owned economy, General Secretary and President To Lam emphasized the need for a unified understanding of the state-owned economy: the state-owned economy must be a unified whole encompassing the state budget, public assets, land, resources, infrastructure, national reserves, state-owned enterprises, state-owned credit institutions, state capital in enterprises, and public service units.
"The leading role of the state-owned economy cannot be affirmed merely by slogans, nor can it rely on subsidies, monopolies, administrative privileges, or a 'request-and-grant' mechanism. This leading role must be demonstrated through the capacity to guide and regulate macroeconomic stability, ensure major balances, control key, essential, and strategic sectors, while also adhering to market discipline, financial discipline, governance discipline, and accountability. The focus in the coming period will be on a comprehensive review of the legal system related to the state-owned economy. We must shift from the decentralized management of individual resources to a unified management of the entire lifecycle of state resources, from planning, allocation, management, exploitation, utilization, accounting, supervision, to evaluating efficiency. The efficiency of state resource utilization, the level of value creation, and contributions to sustainable development will be the primary measure," General Secretary and President To Lam stated.

At the meeting, the Steering Committee also provided feedback on the situation and solutions for reviewing, amending, promulgating, and repealing legal regulations to reduce and simplify administrative procedures and business conditions.
General Secretary and President To Lam also raised many issues related to institutionalizing the policy of developing the economy with foreign investment, aiming to make the FDI sector closely linked to Vietnam, contributing to Vietnam's production capacity, technology, management, and position in the global value chain.
Regarding the issue of air pollution in major cities, General Secretary and President To Lam emphasized that pollution cannot be addressed with a localized, sectoral mindset, but must shift from controlling the source, accompanied by the establishment of a sufficiently strong inter-regional coordination mechanism.
