Motorcycle registration procedures
Pursuant to Article 13 and Article 15 of Circular 24/2023/TT-BCA regulating the issuance and revocation of registration and license plates of motor vehicles, including revocation procedures and name change procedures.
Specifically, to carry out the revocation procedure, the vehicle owner must declare the revocation of vehicle registration and license plate number on the public service portal; provide the vehicle registration file code online; submit the revocation file and receive an appointment to return the vehicle registration results according to regulations.
After checking the valid vehicle records, the vehicle registration authority issues a certificate of registration and license plate revocation.
In case of lost vehicle registration certificate, verification shall be carried out according to regulations.
When transferring ownership of an old motorbike, the vehicle's license plate will be revoked.
To carry out the vehicle ownership transfer procedure, the organization or individual receiving the vehicle ownership transfer must declare the vehicle registration, bring the vehicle to the vehicle registration agency for inspection, provide the online vehicle registration file code and submit the application according to regulations.
The vehicle registration authority issues the license plate after checking the vehicle records and ensuring the vehicle is actually valid. Receive the vehicle registration certificate at the vehicle registration authority or from the public postal service unit.
To carry out the vehicle registration transfer procedure, you need to go to the vehicle registration office where you are headquartered or reside and present documents as prescribed in Article 10 of Circular 24/2023/TT-BCA and other necessary documents.
Do I need to change the license plate number when transferring the motorbike's ownership?
Pursuant to Article 3 of Circular 24/2023/TT-BCA, the vehicle's identification plate belongs to the owner of the old motorbike.
Therefore, when transferring the ownership of an old motorbike, the vehicle's identification number plate will be revoked and not retained. When the old owner registers another vehicle under his ownership, the identification number plate will be reissued.
In case after 5 years, the old car owner does not register a new car, the identification number plate will be transferred to the number plate warehouse for registration and issuance to organizations and individuals according to regulations.
