To carry out the transfer procedure, the organization or individual receiving the vehicle ownership transfer must declare the vehicle registration, bring the vehicle to the vehicle registration agency for inspection, provide the online vehicle registration file code and submit the application according to regulations.

The vehicle registration office issues a license plate after checking the vehicle's documents and ensuring that the vehicle is actually valid. Receive a vehicle registration certificate from the vehicle registration office or from a public postal service unit.

To carry out the name change procedure, you need to go to the vehicle registration office where you are headquartered and reside and present documents as prescribed in Article 10 of Circular 24/2023/TT-BCA and necessary documents.

Do I need to change the license plate number to transfer the ownership of a motorbike?

Pursuant to Article 3 of Circular 24/2023/TT-BCA, the vehicle's identification plate belongs to the owner of the old motorbike.

Therefore, when transferring the ownership of an old motorbike, the vehicle's identification plate will be revoked and not retained. When the old owner registers another vehicle under his ownership, the identification plate will be reissued.

In case after 5 years, the old car owner does not register a new car, the identification number plate will be transferred to the license plate warehouse for registration and issuance to organizations and individuals according to regulations.
