Visiting Bac Yen in the early days of the new year, one can feel the enthusiastic and vibrant working atmosphere. At the Commune's Public Administrative Service Center, the emulation movement "Officials and civil servants compete to implement workplace culture" has been implemented, helping to improve work style and increase the satisfaction index of people and businesses. Ms. Hoang Thi Thuy Duyen, Acting Director of the Center, said: Last year, the Center received nearly 7,000 authentication documents, nearly 1,400 civil registration documents, nearly 270 social welfare documents, and nearly 500 documents in other fields, such as land, people with meritorious services, business establishment, and education . In 2025, the commune aims to achieve the maximum score of 18/18 points (higher than the provincial average of 17.8 points) on the satisfaction level criterion as announced on the National Public Service Portal. The results of the Citizen and Business Service Index ranked second in the province with 95.74 points, achieving an excellent rating.

The spirit of emulation has spread strongly to every village and sub-district, encouraging labor and production. In Phieng Ban 2 sub-district, last year, the sub-district effectively implemented the model "Mobilizing people to participate in building solidarity, adhering to the Party's guidelines, the State's policies and laws, and stabilizing people's lives in the context of implementing a two-tiered government." Mr. Sa Van Thi, Secretary of the Party Branch and Head of the sub-district, shared: In implementing the emulation movement, the Party committee, the Party branch, and Party members discussed and selected suitable models, linked to increasing people's income. The average income of people in the sub-district currently reaches 50-65 million VND/person/year; out of 365 households, only 2 remain poor and are being supported to escape poverty in 2026.
Mr. Nham Quyet Thang, Chairman of the People's Committee and Chairman of the Emulation and Commendation Council of Bac Yen commune, informed: Recognizing emulation as a driving force for fulfilling political tasks, the Party Committee and People's Committee of the commune have thoroughly implemented the motto "assigning tasks, contracting products," ensuring clarity of responsibilities, tasks, timelines, effectiveness, and deliverables. The correct selection of key tasks to launch emulation campaigns has created consensus among the people. The activities of the Emulation and Commendation Council of the commune have been maintained in an orderly manner; the information, reporting, and inspection systems have been fully implemented.

The emulation movements have been concretized through many practical actions and deeds. A prime example is the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste," which the Commune People's Committee has thoroughly implemented across all fields, focusing on budget management, public investment management, public asset management, and the use of socialized resources. By 2025, the commune aims to achieve and surpass 21 socio -economic development targets. The disbursement rate of public investment capital will reach 100% of the plan; national target programs will be implemented synchronously, with an estimated disbursement rate of 95.23% of the budget.

Implementing the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses," Bac Yen has eliminated temporary houses for 141 poor and near-poor households; the emulation movement "For the poor - Leaving no one behind," linked with the "Day for the Poor" campaign, has been effectively implemented. By 2025, the poverty rate will decrease to 13.49% (a decrease of 3.66% compared to 2024). Implementing the emulation movement "The whole country emulates building a learning society, promoting lifelong learning in the period 2023-2030," the entire commune maintains one community learning center at the grassroots level, 8 out of 10 schools meet national standards; the graduation rate for high school students in 2025 will reach 100%; and the quality of education is gradually improving. In particular, school facilities continue to receive investment attention; the commune has completed and handed over 12 classrooms for use and upgraded 4 school kitchens. Boarding school, purchasing additional teaching equipment and supplies for the first-grade classes.

The "Nationwide Innovation and Digital Transformation" emulation movement for the period 2025-2030 is being proactively directed and implemented. Information systems and digital infrastructure are being strengthened, and fiber optic connections are being upgraded; 100% of officials and civil servants are equipped with computers and integrated digital signatures. In villages and sub-districts, the percentage of households with smartphones reaches over 95% and those with fiber optic internet reaches 40%. Administrative reform is being accelerated, with the rate of digitized documents reaching over 99%.

Acknowledging the results of emulation movements, in 2025, Bac Yen commune had 1 individual awarded a State-level commendation, 1 individual awarded a provincial-level commendation, the Commune People's Committee awarded certificates of merit to 2 collectives and 12 individuals; recognized 7 collectives and 66 individuals with the title of Advanced Laborer; and recognized 29 individuals with outstanding achievements in performing their duties with the title of Grassroots Emulation Soldier. This is an important foundation for Bac Yen commune to continue innovating the content of emulation in a practical and effective direction, focusing on the people, using results as a measure, and integrating it with the green economic development program and rural digital transformation.
With innovative and decisive approaches, the patriotic emulation movement in Bac Yen commune has become a source of internal strength, arousing a sense of responsibility in every official, Party member, and citizen, leading the locality steadily on a new path of development.
