Dear all THACO staff,

In 2024, Vietnam's economy still faces many difficulties and low purchasing power. In that context, THACO has maintained a stable position, continuing to expand investment scale in all member corporations in 6 production and business areas: Automobiles, Agriculture , Mechanics and Supporting Industry, Investment - Construction, Trade - Services and Logistics, basically completing the set goals.

In 2025, the Government set a target of 8% economic growth with many efforts and positive solutions. However, in my opinion, due to the delay, the purchasing power of the economy is forecast to be the same as in 2024 and increase slightly in the last 6 months of the year. 2025 is the third year and also the pivotal year of the 5-year plan so that by the end of 2027, THACO will become a multi-industry group of regional stature, fully integrated into the international economy with comprehensive digital-based governance, and stable and sustainable development. Therefore, the plan of THACO and its member corporations (MGCs) in 2025 is as follows:

1. THACO AUTO:

In 2025, THACO AUTO aims to achieve sales of over 100,000 vehicles , focusing on high-value products to achieve revenue of VND 80,847 billion and export over 4,000 vehicles with revenue of over USD 35 million . Spare parts service revenue reaches over VND 5,400 billion. Invest in building and putting into operation a new automobile R&D Center with modern equipment to improve research and development capacity of new generation automobile products in line with trends, while meeting the specific requirements of customers. Invest in development and launch 29 new products. Invested and put into operation 3 showroom complexes. Total disbursed investment cost is 3,778 billion VND. In 2025, THACO AUTO plans to recruit 330 new employees, bringing the total number of employees to 14,864.

2. THACO AGRI:

In 2025, THACO AGRI will enter a period of strong investment and construction to develop crop and livestock farming according to a model that has been successfully tested in recent years based on the strategy of industrial agricultural production, large scale, integrated with a closed value chain.

Invested in planting more than 10,000 hectares of new bananas, fresh banana export output reached more than 270,000 tons ; total herd of cows reached more than 250,000 , newly planted more than 4,000 hectares of fruit trees (durian, mango, grapefruit...); total herd of pigs reached more than 190,000 ; invested and started construction of Industrial Parks with factories in 2025: Agricultural materials, fertilizers, fruit processing, cold storage at the agricultural complexes Snuol, Koun Mom - Cambodia, Attapeu - Laos and Gia Lai - Central Highlands. THACO AGRI's consolidated revenue is estimated at more than 8,340 billion VND . Total disbursed investment cost is 7,550 billion VND . Recruited 22,984 new employees, bringing the total number of employees to 44,609 people.

3. THACO INDUSTRIES:

By 2025, THACO INDUSTRIES will effectively operate its overseas investment companies (USA and Korea); increase production efficiency, and promote domestic and international business development.

Continue to invest and upgrade technology to develop new products and expand production scale. Invest in expanding the Specialized Equipment Factory. Invest in and put into operation new passenger car seat factories; New passenger car interior factories; Factory producing interior and exterior car components in the North. Continue to implement the investment project for mechanical industrial parks and mechanical support industries in the South to start construction in early 2026.

By 2025, revenue will be over 14,400 billion VND, export revenue will be 225 million USD, focusing on North America, Australia and Europe markets. Total disbursed investment cost is 2,050 billion VND. Recruit 1,240 employees, bringing the total number of employees to 9,567 people.

4. THADICO (DAI QUANG MINH):

2025 is the year THADICO has many changes in legal work and management methods to make a breakthrough, with a plan to start 32 projects and complete 16 projects according to production and business requirements, creating a competitive advantage for TVET and THACO. Of which, starting 12 projects for THISO's shopping mall system; completing the upgrade and conversion of 20 projects and starting 11 new investment projects for THACO AUTO; completing 9 Factory/Center/Office projects , implementing investment in industrial park projects in the South for THACO INDUSTRIES; continuing to implement industrial park projects and Cua Lo waterway in Chu Lai. Simultaneously starting construction of component projects in Sala urban area and 3 other real estate projects in Ho Chi Minh City.

In 2025, the total investment cost disbursed is 4,800 billion VND . Recruit 292 employees, bringing the total number of employees to 2,548 people.

5. THIS:

In 2025, THISO will continue to invest in developing commercial real estate complex projects according to the strategic model "One destination - Many service utilities", integrating Thiso Mall, Emart Supermarket, Thiskyhall Center - TC (brands developed by THISO) ; multi-brand car showroom - retail area and service workshop exclusively distributed by THACO AUTO, along with the culinary & entertainment area in association with strategic partners. Implementing the construction of Thiso Tay Ho Tay Commercial Center complex projects in Hanoi; Thiso Binh Duong, Thiso Bien Hoa - Dong Nai and Thiso Mien Tay, planned to be put into operation from 2026.

In addition, the second Thiskyhall branch at Thiso TC-PHI Shopping Center (HCMC) and 03 F&B models with private brands developed by THISO will be completed and put into operation. THISO's total revenue in 2025 will be 6,812 billion VND. The total disbursed investment cost will be 4,527 billion VND.

Recruited 883 employees, bringing the total number of employees to 2,968 people.

6. THILOGY:

In 2025, THILOGI will implement the investment strategy to develop a multi-purpose, specialized international logistics center for containers in Chu Lai - Quang Nam, including roads connecting routes from Northern Cambodia, Southern Laos, Central Highlands, Quang Nam and neighboring areas to Chu Lai international port. Complete the existing waterway to receive ships of 30,000 tons in 2025 and invest in the Cua Lo waterway to receive ships of over 50,000 tons in 2028. Organize the operation of international maritime routes from Chu Lai to Xiamen and Shanghai ports (China), connecting to ports in Northern China, Korea, Japan, Europe, America and vice versa.

THILOGI continues to invest in loading and unloading equipment and means of transport including: 03 RTG cranes at the container port yard and 200 tractors, SMRM for Dong Duong Transport Company to serve the transportation needs of THACO and external customers. Focus resources on implementing the project of investing in 02 container ships with a capacity of 1,800 TEU/ship , with a total investment of nearly 3,000 billion VND, expected to be put into operation from the first quarter of 2026.

Total cargo throughput through Chu Lai port is estimated at 5.5 million tons . THILOGI's consolidated revenue reached nearly 5,400 billion VND . Total disbursed investment cost is 1,500 billion VND.

In 2025, THILOGI will recruit 370 employees, bringing the total number of employees to 1,884 people.

7. THACO CHU LAI:

2025 is the third year that THACO Chu Lai enters a new investment cycle, forming a new generation of THACO's multi-industry industrial ecosystem in Chu Lai - Quang Nam on the basis of industrial management, green, smart, modern and sustainable development; including the following centers: Automobile manufacturing and assembly; Mechanical engineering and supporting industry; Transportation; Agricultural and forestry processing; Trade - Services and Urban areas with full facilities and essential services of social infrastructure. The development of THACO Chu Lai plays an important role, contributing to the realization of the Quang Nam Provincial Planning to 2030.

In 2025, THACO will focus on implementing Maritime Transport Infrastructure, Industrial Park and Urban Area projects, ensuring strict compliance with legal procedures during implementation with the following expected progress:

Mechanical - Automotive Industrial Park Expansion Project (115 hectares) : The project will start construction in December 2025 to expand the land fund to serve the mechanical and automotive support industries.

THACO Chu Lai Industrial Park Project (451 hectares) : currently 363/451 hectares (equivalent to 80% of the project area) have been cleared. In 2025, the focus will be on clearing the remaining area to implement infrastructure investment in the third quarter of 2025.

Dredging to deepen Ky Ha Channel to a depth of -9.3m : Currently, dredging Ky Ha Channel is being carried out according to the policy approved by the competent State Agency, and will be completed and put into operation in June 2025.

Luong Cua Lo Project: actively implementing legal work to submit documents for approval of investment policy and at the same time approve the Investor after approval by the competent State Agency.

Chu Lai Urban Area Project - Phase 01 (195 hectares): focus on researching investment orientation and completing capacity and experience profile to participate in bidding to select investors in December, as a basis for starting the project in 2026.

Total investment capital in Chu Lai disbursed in 2025 is 3,594 billion VND. Total budget contribution in Quang Nam province is nearly 22,000 billion VND, an increase of 20% compared to 2024. New recruitment is 1,668 employees, total THACO personnel in Chu Lai is 15,520 employees.

8. ADMINISTRATION WORK:

Perfecting a “specific” governance model in line with the “different” strategy of THACO and its member corporations with a governance system with consistent principles, including regulations and processes, ensuring comprehensive compliance through basic, specialized and business operations. At the same time, implementing digital transformation and technology application with a suitable roadmap to ensure it is right from the start and is a long-term foundation. At the same time, developing human resources and a “superior” leadership team to meet THACO’s sustainable development requirements as follows:

Digital transformation & technology application: deploy ERP across the entire THACO system and TVETs, integrated management of resources. Apply AI, IoT, management software in production and business. Upgrade IT infrastructure, ensure stability & digital connectivity.

Human resource management & human resource development: building a team of personnel with adequate professional capacity, management capacity and leadership capacity, and at the same time having moral qualities, suitable for new development requirements. Special attention is paid to the balance between the team of long-term leaders and managers and the young, dynamic staff, in order to meet the trend of digital transformation and digital economy. THACO focuses on continuous training to improve professional capacity, comprehensive leadership capacity with the ability to adapt to change; deploying a KPI management system linked to strategic goals, transparently and accurately evaluating the performance of each individual and department, thereby creating motivation for development and long-term commitment. In 2025, THACO will recruit 26,149 employees, bringing the total number of employees to 77,161.

Legal management: strictly control investment activities; restructure legal entities to optimize production and business efficiency. Ensure that the management, operation, investment and production and business activities of THACO and its subsidiaries are carried out in accordance with legal regulations and internal regulations, ensuring maximum legal rights and interests of THACO and its subsidiaries.

Financial Management - Accounting:

- Accounting: establish a management accounting system in parallel with a large-scale production and business management system, control accounting in accordance with the nature of production and business activities, manage costs and optimize prices.

- Finance: balancing capital sources, managing cash flow for each legal entity to ensure capital sources for production and business activities and for investment according to monthly, quarterly and yearly plans. Consulting and analyzing finance of investment projects to ensure feasibility and financial efficiency of the project.

Developing corporate culture: building a “Cultural - Convenient” working environment, promoting discipline, creativity and solidarity. Promoting training, developing a culture of “doing real, living real” and a high sense of responsibility in every job and action.

Communication & social responsibility: is a key task in 2025. THACO completes the information management center to meet the requirements of internal and external communication in a timely manner with the spirit of honesty and transparency. At the same time, demonstrate social responsibility through continuing to more actively implement educational, cultural, sports sponsorship programs and especially regular and long-term community and social support programs.

2025 is not only the year to accelerate the implementation of production and business plan goals, but also the year to mark an important step forward in perfecting, upgrading and consolidating governance in accordance with the production and business operation model according to the set strategy along with the digital transformation plan across THACO. This is the core factor to ensure THACO's sustainable development in the context of international integration and the digital economy.

I call on all leaders and staff at all levels to perform their duties with the highest sense of responsibility, ensuring the completion of production, business and management goals set out in the 2025 plan in particular and the 5-year plan 2023-2027.

Each employee must constantly innovate their thinking, be ready to change to adapt to challenges and seize opportunities in the comprehensive change of the digital and intelligent era of the world.

This is an important time for THACO to transform, break through and rise up, continue to affirm its pioneering position with practical contributions to the development of the local and national economy in the era of the Vietnamese people's rise.
