In his closing speech, Chairman of the Provincial People's Council Nguyen Duc Dung said that of the 26 resolutions passed by the Provincial People's Council, 24 were on socio -economic issues. These are very important resolutions, directly related to people's lives and the development of the province.
At the meeting, the Provincial People's Council also spent adequate time questioning the leaders of the Provincial People's Committee and the heads of the Departments of Natural Resources and Environment, Finance, Construction, and Planning and Investment.
“The question and answer session took place in a democratic and constructive atmosphere, clearly demonstrating the sense of responsibility of the provincial People's Council delegates and leaders of the questioned departments and branches.
The content of the answer is straightforward, goes straight to the heart of the issue, and provides basic and practical solutions to overcome limitations and shortcomings in the direction and administration work and improve the efficiency and effectiveness of management in the assigned areas. The Provincial People's Council requests the Provincial People's Committee to actively direct and resolve the issue to ensure the rights of voters and people in the province" - Comrade Nguyen Duc Dung said.
According to comrade Nguyen Duc Dung, 2025 is a very important year, a year of acceleration and breakthrough to complete the goals and plans according to the Resolution of the 22nd Provincial Party Congress and the 5-year Socio-Economic Development Plan (2021-2026 period).
The Provincial People's Council requested the Provincial People's Committee, local authorities at all levels and heads of agencies and units, based on their functions and tasks, to focus on overcoming difficulties, continue to effectively implement recovery measures to promote the economy, and strive to achieve the highest targets of the 2025 Socio-Economic Development Plan and the 2021-2026 Socio-Economic Development Plan.
Focus more drastically on the allocation and disbursement of investment capital, especially capital for 3 national target programs, the Socio-Economic Recovery and Development Program for the project of 76 medical stations and 5 medical centers. Although the recent National Assembly session has a policy to allow the extension of the disbursement of state budget capital to 2025, all levels and sectors must absolutely not be subjective or negligent, and focus more on disbursing all this capital in 2025.

“2025 is also the year to hold Party Congresses at all levels towards the 23rd Provincial Party Congress, the 14th National Party Congress and focus on streamlining the apparatus in the political system. At the same time, we will carry out ideological work well, ensuring stability in the operations of Party committees and authorities in the newly merged administrative units.
These are extremely important tasks that will determine the development of the province in the coming years, so it requires the efforts of the entire political system in general and the People's Councils at all levels in particular. As a state power agency in the locality, the People's Council needs to have correct decisions, in line with the Party's will and the people's will, aiming at the rapid and sustainable development of the province" - Chairman of the Provincial People's Council Nguyen Duc Dung emphasized.
24 resolutions on socio-economic issues were issued by the Provincial People's Council at the 28th Session:
- Approving the final settlement of state budget revenue and expenditure of Quang Nam province in 2023.
- Estimated revenue, expenditure and local budget allocation plan for 2025.
- Public investment plan for 2025.
- List of projects to change the purpose of using rice land, protective forest land, and production forest land in 2025.
- Regulate the authority to decide on approving tasks and budget estimates for purchasing assets and equipment; decentralize the authority to decide on approving tasks and budget estimates for implementing tasks of renovation, upgrading, expansion, and new construction of construction items in construction investment projects of agencies and units under the management of the province.
- Regulate the authority to decide on investment and procurement of information technology application activities and information technology service rental activities using regular expenditure funds from the state budget under the management scope of the province.
- Regulations on preferential land rent exemption for projects using land for production and business purposes in Quang Nam province in investment incentive sectors or in investment incentive areas.
- Regulations on the regime of reception, visit and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in Quang Nam province.
- Regulations on expenditure levels to support industrial promotion activities in the province.
- Regulations on support mechanisms for implementing social housing construction investment projects in the province.
- Assign the number of cadres, civil servants and non-professional workers at the commune level to 17 districts, towns and cities of Quang Nam province in 2025.
- Assigning civil servant payroll; number of people working and receiving salary from the state budget of Quang Nam province in 2025.
- Regulating prices for medical examination and treatment services at state medical examination and treatment facilities in Quang Nam province.
- Amending and supplementing a number of articles of Resolution No. 22/2023/NQ-HDND dated September 22, 2023 of the People's Council of Quang Nam province stipulating the content and level of support for the management and protection of natural forests outside hydropower basins in Quang Nam province for the period 2023 - 2025.
