Nghi Son Expressway Information

On the afternoon of October 16th, information from the Office of the People's Committee of Thanh Hoa province confirmed that the unit had just received an urgent report from Son Hai Group regarding signs of chemical damage to the Nghi Son - Dien Chau expressway.

According to the complaint, on October 15th, Son Hai Group discovered several irregularities on the road surface between Km382 and Km384 in Nghi Son town (Thanh Hoa province). Through on-site inspection, the company observed signs of suspected chemical spillage on the Nghi Son - Dien Chau expressway (North-South expressway), causing the top layer of asphalt to decompose and the underlying stone to become exposed. Traces of the unknown substance were still visible at the scene. Further inspections at other locations along the Nghi Son - Dien Chau expressway revealed additional suspected chemical spills.

Given the above situation, Son Hai Group suspected signs of sabotage and therefore filed an urgent report with the Thanh Hoa Provincial People's Committee and the Thanh Hoa Provincial Police to promptly investigate and clarify the matter.

"The office has just received a report from Son Hai Group, and the case is being processed according to regulations as soon as possible to inform the company," a leader of the Thanh Hoa Provincial People's Committee Office said.

According to our research, the Nghi Son - Dien Chau section of the North-South Expressway project has a total length of 50km, passing through the territories of Thanh Hoa and Nghe An provinces. This project has been converted from a PPP (public-private partnership) investment model to a public investment model.

The project has a total investment of approximately VND 7,293 billion across 4 bidding packages; including VND 4,305.9 billion for construction and equipment costs; VND 1,778.1 billion for land clearance and resettlement costs; VND 553 billion for project management, consulting, and other costs; and VND 656 billion for contingency costs.

Event - Thanh Hoa: Information indicates that the Nghi Son - Dien Chau Expressway shows signs of sabotage (Figure 2).

The Nghi Son - Dien Chau section of the expressway was opened to traffic on September 2nd.

In its initial phase, the Nghi Son-Dien Chau expressway was constructed with 4 lanes, a 17m roadbed, and a design speed of 80km/h. The completed phase will be upgraded to 6 lanes, with a 32.25m roadbed and a design speed of 100-120km/h.

Son Hai Group Co., Ltd. was established on April 13, 1998, with its headquarters in Dong Hoi City, Quang Binh Province. Its main business activities include construction of various types of houses, railway and road construction, land leveling, agriculture, and real estate trading.

Notably, in October 2022, Son Hai Group caused a stir when it sent a document to the Ministry of Transport committing to a 10-year warranty for the expressways under the Eastern North-South Expressway Project that it was constructing. These included Package 10-XL of the Mai Son - National Highway 45 section; Package XL-01 of the Nghi Son - Dien Chau section; the entire Nha Trang - Cam Lam expressway section; and the packages for the 2021-2025 period that the company was undertaking.
