Dr. Doan Nam Thai, CEO of AVATECH, stated that many technology companies are currently facing difficulties in recruiting high-quality personnel in fields such as AI, big data, cybersecurity, and semiconductors. According to Dr. Thai, the demand for technology engineers has increased rapidly recently as businesses accelerate the development of digital products, AI applications, and digital transformation.
However, the number of candidates who meet the actual requirements remains limited, especially those capable of implementing real-world projects and mastering new technologies. Business representatives also noted that competition for technology talent is not only taking place among domestic companies but also with many foreign businesses offering more attractive compensation packages.
Given the reality that many businesses are struggling to recruit high-quality technology personnel, attracting talent to the public sector is also becoming a major challenge in the context of increasing demand for scientific and technological development, innovation, and digital transformation.
Ms. Vu Thi La, Deputy Director of the Department of Organization and Personnel ( Ministry of Science and Technology ), stated that the Ministry has recognized the shortage of high-quality human resources in strategic technology fields and is implementing various mechanisms and policies to attract talented individuals, young scientists, and technology experts to serve the development of science and technology and digital transformation.

According to Ms. Là, current policies target various groups of human resources such as digital technology talents, science and technology experts, innovation and digital transformation experts, and chief engineers and architects in the science and technology field.
The Deputy Director of the Department of Organization and Personnel said that these mechanisms are being implemented in many ministries, sectors, and localities to create conditions for attracting and utilizing high-quality human resources in strategic technology fields.
According to Ms. Là, regarding the policy of attracting talented individuals to work in state agencies, the Ministry of Science and Technology has recruited 33 people to work in agencies and units under the Ministry in accordance with current regulations.
Several units under the Ministry are also developing plans to recruit civil servants and public employees to supplement human resources for digital transformation and science and technology development in the coming period.
Besides recruitment policies, creating a suitable work environment, providing opportunities for talented individuals to participate in large-scale technology projects, and fostering professional development are also crucial factors in retaining high-quality human resources.
Ministries, departments, and localities are also continuing to implement and compile the results of policies for talented individuals, talented young scientists, talented young engineers, and digital technology talents in order to refine the mechanisms in the future.
