The Prime Minister has directed a pilot program using sea sand for highway construction.

TPO - The Prime Minister has requested investors, including the People's Committee of Soc Trang province, to proactively review and decide on piloting the use of sea sand for embankment construction according to the guidelines of the ministries, in order to reduce pressure on river sand resources.

The Government Office has just announced the conclusions of Prime Minister Pham Minh Chinh during his working visit with ministries and localities on investment in transportation infrastructure in the Mekong Delta region, on April 20-21.

According to the announcement, the Government continues to strive to have 3,000km of expressways nationwide this year, with approximately 600km of expressways in the Mekong Delta region by 2026, in order to promote rapid and sustainable development in the Mekong Delta and the entire country.

To achieve the above objectives, the Prime Minister requested that provinces with material resources (soil, sand, stone) immediately address any obstacles and issues that arise, avoiding delays that could affect the progress of key projects in their areas, and complete the procedures for granting mining licenses by April 2025. Investors (including the People's Committee of Soc Trang province) should proactively review and decide on piloting the use of sea sand as embankment material according to the guidelines of the Ministry of Construction and the Ministry of Agriculture and Environment ( MARD), to reduce pressure on river sand resources.

The Prime Minister instructed the Ministry of Agriculture and Environment to promptly complete the reassessment of the reserves and quality of river and sea sand resources in the Mekong Delta region, in order to grant exploitation licenses for future projects.

Based on guidance from the Ministry of Construction and the Ministry of Agriculture and Environment, the People's Committee of Soc Trang province is tasked with proactively exploiting and supplying sea sand for the project , ensuring that the project does not fall behind schedule as it has in the past.

Prime Minister Pham Minh Chinh inspected the Can Tho - Ca Mau expressway construction site on April 20.

The Prime Minister requested ministries, sectors, and localities to direct investors and contractors to closely monitor progress and find solutions to compensate for delayed work, especially for projects scheduled for completion this year.

With the Cao Lanh - An Huu Expressway Component Project 1 currently behind schedule, the Prime Minister has requested that solutions be found to accelerate its progress and ensure its completion in 2025 as planned.

For the Rach Mieu 2 bridge project, the Ministry of Construction has directed the investor and contractor to accelerate construction progress, striving to complete and open the entire bridge to traffic before National Day on September 2, 2025 (shortening the schedule by 4 months).

Regarding the Can Tho - Ca Mau project, the Ministry of Construction has directed the My Thuan Project Management Board to accelerate progress and strive to complete the project before December 19, 2025.

Regarding the Chau Doc - Can Tho - Soc Trang project, the Prime Minister requested Can Tho, An Giang, Hau Giang, and Soc Trang to direct the investors and contractors to revise the schedule and find solutions to address technical issues, labor, machinery, and materials... in order to accelerate progress and ensure completion before July 2026.
