The plan aims to effectively implement Decision No. 1598/QD-TTg dated December 8, 2023 of the Prime Minister on approving the Bac Lieu Provincial Planning for the period 2021 - 2030, with a vision to 2050.
At the same time, develop a roadmap to effectively organize and implement programs and projects to effectively implement the goals, tasks and solutions of the Bac Lieu Provincial Planning for the period 2021-2030, with a vision to 2050. Ensure the synchronization of the planning system serving the province's development; ensure consistency between the Provincial Planning and the National Master Plan, National Sectoral Planning and Regional Planning.
According to Decision No. 1598/QD-TTg dated December 8, 2023 of the Prime Minister, the general goal is to build Bac Lieu into a province with a strong marine economy , adapting to climate change; having a synchronous and gradually modern infrastructure system; the natural environment is protected and developed. Society develops harmoniously, people's lives are improved. National defense, security and social order and safety are ensured.
Development target by 2030, strive for an average growth rate of gross regional domestic product (GRDP) of 9.5 - 10.5%/year; GRDP scale in 2030 is 3.5 - 4 times higher than in 2020. Average GRDP per capita is about 187 million VND (current price). Digital economy accounts for 20 - 25% of GRDP.
With the key tasks and breakthroughs in development, it is necessary to effectively exploit the advantages and outstanding potentials towards developing the three main pillars: renewable energy industry; aquaculture and seafood processing; tourism. Rapid and synchronous development of the key economic sub-region south of Highway 1, economic corridors, economic linkage axes and urban areas play the role of important growth poles.
Propose appropriate mechanisms and policies to effectively mobilize resources for investment in developing technical infrastructure systems, especially transport infrastructure, irrigation, electricity, seaports, industrial parks and clusters, telecommunications - information technology; build an industrial center for animal feed and aquatic product processing in the Mekong Delta. Reform administration, build an effective digital government. Improve the investment and business environment, develop a strong business community.
One of the main contents of the Plan is to complete the synchronous planning system. Accordingly, by 2025, review, establish and adjust urban and rural planning, district construction planning, district-level land use planning, technical and specialized planning in Bac Lieu province in accordance with the provisions of law, ensuring consistency and synchronization with the approved Provincial Planning.
In addition, perfecting the development mechanism and policies and promoting regional connectivity. Bac Lieu needs to proactively coordinate with the Central Ministries, branches, and localities in the Mekong Delta to build and perfect the region's institutions, identify key programs and projects that are meaningful in creating breakthroughs for regional development, industry development associated with appropriate mechanisms, using public investment capital to activate and connect private resources, creating "growth" spreading throughout the region, especially the Bac Lieu Province Investment Promotion Project for the period 2024-2030; Project to build Bac Lieu Province into a center for renewable energy exports of the whole country; Project to build Bac Lieu City and neighboring areas to be recognized as national tourist areas.
The plan also clearly states that the principle of determining public investment projects is to prioritize the implementation of infrastructure projects that create great spillover effects, especially the province's strategic transport infrastructure, ensuring synchronization, modernity, comprehensiveness, promoting regional and intra-regional connectivity associated with economic development corridors, dynamic urban areas (coastal economic corridor from Long An - Kien Giang; highways, coastal roads in Bac Lieu province); technical infrastructure of high-tech agricultural zones; electricity infrastructure, urban technical infrastructure, water supply, irrigation, dykes, disaster prevention, response to climate change; telecommunications infrastructure, information technology; science, technology and innovation infrastructure; trade and service infrastructure, healthcare, education - training, culture - sports, social security identified in the Provincial Planning to attract investment capital sources, ensuring a reasonable and effective investment structure.
Continue to prioritize investment in completing irrigation infrastructure; transportation; port systems; water supply, drainage, waste treatment to meet the needs of socio-economic development, ensure social security, fire prevention and fighting, national defense, security, natural disaster prevention and control, response to climate change, water supply, solid waste treatment; ....
Invest in completing infrastructure in the province to promote the investment efficiency of infrastructure projects that have been and are being implemented using public investment capital.
Priority sectors and fields for investment attraction include renewable energy, new energy, agricultural and aquatic product processing; industrial parks and industrial clusters; information and communication infrastructure to meet the requirements of digital transformation; regions linking production and consumption of agricultural and aquatic products; transportation; tourism; climate change response, water supply, solid waste treatment; completion of technical and social infrastructure in the province.
Regarding resources for implementing the planning, Bac Lieu province plans to mobilize a total social development investment capital of about 400 - 450 trillion VND to meet the GRDP growth target of 11.5% on average annually in the 2021-2030 planning period; of which the capital demand for the 2021-2025 period is about 180 - 190 trillion VND, and for the 2026-2030 period is about 220 - 260 trillion VND.
Focus on mobilizing capital sources for development investment; effectively use public investment capital, invest with focus and emphasis in key sectors and fields, create breakthroughs, projects that create spillover momentum, promote socio-economic development. Expand investment forms, encourage public-private partnership (PPP) investment and other investment forms, and at the same time strengthen domestic and foreign investment promotion to mobilize investment capital for infrastructure development and production and business projects in the area.
Exploiting land funds in the vicinity of economic corridors to create investment capital for developing the province's socio-economic infrastructure. Researching and promulgating regulations on mechanisms for mobilizing investment resources for developing socio-economic infrastructure in the province.
In addition, the province has increased investment capital mobilization in the form of public-private partnerships (PPP). Researched and developed a list of infrastructure investment projects in the form of PPP for each phase to attract investors, creating breakthroughs to complete facilities and infrastructure to serve socio-economic development and aiming to build a synchronous and modern infrastructure. Promoted socialization in areas such as healthcare, education, vocational training, culture, sports, science and technology./.
