Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung said that in the first 6 months of the year, the National Assembly has closely coordinated and accompanied the Government and relevant agencies in implementing amendments and supplements to the 2013 Constitution; amending laws and resolutions on the reorganization of local governments according to the 2-level model; amending, supplementing and promulgating regulations to continue removing institutional obstacles, promoting socio -economic development, and creating a solid legal foundation for the next stage of the country's development.
“Not only has a large number of laws and resolutions been passed, but the consensus rate is also very high, demonstrating unity in legislative thinking towards institutional innovation and promoting development,” emphasized National Assembly Secretary General Le Quang Tung.
Listening to the report and opinions at the meeting, National Assembly Chairman Tran Thanh Man commented that the first 6 months of the year was a historic journey with many great and comprehensive marks in all aspects from economy, culture, society, national defense, security to building the political system.
Among those common achievements, the National Assembly continues to innovate its operating methods on the basis of promoting digital transformation and technology application; contributing to completing on schedule and with quality the tasks assigned by the Central Committee, the Politburo, and the Secretariat regarding organizational and apparatus arrangement.
Stating that from now until the end of 2025, which are also the final months of the 15th National Assembly's term with many important tasks, the National Assembly Chairman requested agencies to focus on implementing assigned tasks; focus on thinking, proposing, unifying planning and taking drastic actions to promote the role of the National Assembly as an "institutional architect", "pillar of democracy", "locomotive of innovation" and "bridge for international integration" in the new era.
One of the specific and urgent tasks is to research and develop policies to supplement funding to support localities to invest in and upgrade headquarters, build public housing, equip facilities, information technology infrastructure and modernize working conditions at commune-level public administrative service centers to work more effectively.
The National Assembly Chairman also requested agencies to focus on preparing for the 1st National Assembly Party Congress, term 2025-2030; noted that the full-time deputy secretaries of the National Assembly Party Committee lead and closely direct the preparation of documents, personnel, information and propaganda; conditions to ensure the successful organization of the congress...
For the Standing Committee of the Nationalities Council and committees, the National Assembly Chairman requested to focus on a number of key tasks.
The Standing Committee of the Law and Justice Committee shall preside over and coordinate the completion of legislative tasks in 2025 and the entire 15th term; summarize the law-making program for the 15th National Assembly term, and prepare to develop the legislative program orientation for the 16th term.
The Standing Committee of the People's Aspirations and Supervision Committee presides over and advises on the completion of the draft Law on Supervision Activities of the National Assembly and People's Councils (amended) to submit to the National Assembly for approval at the 10th session; complete the Resolution of the National Assembly Standing Committee regulating the implementation of democracy within the agencies of the National Assembly and the agencies of People's Councils.
The Standing Committee of the National Defense, Security and Foreign Affairs Committee shall preside over and coordinate with the Office of the National Assembly and the Ministry of Foreign Affairs to promptly develop and promulgate regulations on serving the foreign affairs activities of the National Assembly, ensuring specific, clear, and distinct responsibilities, authorities, functions and tasks among agencies.
The Standing Committee of the Delegation Affairs Committee presides over and advises on the activities of the National Election Council, issues plans, assigns specific tasks to members; reviews the regimes and policies of the agency's cadres, civil servants, and public employees.
The Standing Committee of the Science, Technology and Environment Committee advised on the establishment and operation of the Steering Committee for the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, headed by Vice Chairman of the National Assembly Le Minh Hoan.
The Standing Committee of the Committee for Culture and Society chaired and advised on organizing the award ceremony of the Contest to learn about the 80th anniversary of the first General Election to elect the National Assembly of Vietnam.
The Office of the National Assembly presides over and advises the Standing Committee of the National Assembly to consider and approve: Resolution stipulating the coordination regulations between the Office of the National Assembly and the Council of Nationalities and committees; Resolution amending and supplementing the Working Regulations of the Standing Committee of the National Assembly; Organizing the Dien Hong Award on the theme of 80 years of the National Assembly of Vietnam; especially the National Rally to celebrate the 80th anniversary of the first General Election to elect the National Assembly of Vietnam (January 6, 2026).
