Among them, directing Government members to work with localities to immediately remove obstacles for enterprises and investment projects; to correct and strengthen the responsibility in handling the work of ministries, agencies, localities, cadres and civil servants.
Along with that, ministries, branches and localities also make efforts to implement the tasks, solutions and direction and administration of the Government. As a result, the socio-economic development situation has changed positively, in the context of many difficulties and challenges.
Along with the analysis of objective causes due to the world situation, the delegates also reflected that some regulations and administrative procedures are still complicated; a number of regulations are still overlapping, contradictory, inconsistent, unclear, understood in many different ways, which may lead to legal risks for the implementation level; the law enforcement organization lacks initiative and slow response; psychological apprehension, fear of wrong, fear of responsibility in the performance of official duties of a part of cadres and civil servants.
The Deputy Prime Ministers, leaders of ministries, branches and localities said that based on the goals of the whole year and the whole course, the growth pressure of the remaining months of the year is very great, so in the coming time, it is necessary to strive for higher growth than the previous period; propose to continue to remove difficulties and obstacles and create better conditions for growth promotion, including the implementation of investment projects, construction, credit policies, tax policies, fees and charges, work permits, immigration visas; salary reform; to build a Renewable Energy Center and a Core Technology Center; soon promulgate a mechanism to protect and encourage cadres to dare to think and act for the common good...
The Prime Minister frankly acknowledged the difficulties and limitations; note the opinions of the delegates; at the same time directing and assigning tasks to immediately handle proposals and recommendations of ministries and branches, especially localities such as paying attention to the domestic market and promoting exports; speed up the review and approval of provincial plannings; settle construction material mines.
Concluding the meeting, Prime Minister Pham Minh Chinh said that in the past 5 months, the Government, the Prime Minister, ministries, branches and localities have seriously grasped and closely followed the Resolution of the XNUMXth Party Congress. , Resolutions of the Central Committee, Politburo and National Assembly to lead, direct and administer.

Implement monetary policy firmly, proactively, flexibly, timely and effectively, in synchronous coordination with a reasonable, focused and focused fiscal policy. Managing exchange rates and interest rates flexibly and appropriately; focus on directing the banking system to reduce costs, strive to continue reducing lending interest rates; ensure the liquidity of the system of credit institutions; strictly control credit quality, limit bad debts arising. Strengthen the management of State budget revenues, ensure correct, sufficient and timely collection; thoroughly save expenses, especially recurrent expenses.
With the view of giving priority to promoting growth, the Prime Minister directed ministries, branches and localities to focus highly on implementing tasks and solutions to remove difficulties for production and business, support businesses about administrative procedures, interest rates, search and expansion into new markets; promoting three growth drivers including export, investment and consumption; make good use of opportunities and create new development space; continuing to reform administrative procedures; application of science, technology, digital transformation.
“Ministries, branches and localities must stop pushing responsibility; persistently strengthen decentralization and decentralization; encourage dare to think, dare to do, dare to take responsibility," the Prime Minister requested.
The Prime Minister also directs local leaders based on the Resolutions of the Party, National Assembly, Government and Party Committees and People's Councils at all levels to lead and direct; definitively make planning, complete the planning work in the next quarter 4; accelerate disbursement of public investment capital, implement recovery program, 3 national target programs; focus on site clearance and preparation of materials for key projects and works; promote administrative reform at all levels of government; to step up the removal of difficulties for production and business; proactively and actively review and have appropriate mechanisms for real estate and industrial projects in the area, paying attention to policies for employees; strengthen discipline and discipline; handle the phenomenon of stagnation by personnel work; study social security policies and submit them to the Government for guidelines.
The Prime Minister assigned specific tasks to each ministry, branch and agency in: operating interest rates, reducing lending costs, increasing access to capital, focusing on priority areas, and focusing on handling issues. weak banks, ensure system safety, liquidity, handle bad debts, promote credit packages such as a credit package of VND 120.000 billion for social housing development; strengthen the management of budget expenditure, save recurrent expenses, accelerate the VAT refund policy, prepare additional policies for tax exemption and reduction, and promote the development of the corporate bond market.
The Prime Minister also requested to soon complete the capital allocation plan, accelerate the disbursement of public investment capital and 3 national target programs; review and cut business conditions, create favorable conditions for people and businesses; remove difficulties for the real estate market, fire prevention and fighting regulations; focus on implementing the program of 1 million social housing apartments; promote the implementation of key national projects, organize public-private cooperation projects, especially the implementation of the Long Thanh International Airport project.
The Prime Minister directs the organization of large-scale industrial parks; promote domestic consumption; expanding export markets, exploiting the effect of signed free trade agreements; implementing electricity planning VIII and dealing with problems in the implementation of electricity planning VII; urgently handle 4/12 remaining backlog projects; ensure food and foodstuffs for consumption and export, remove IUU yellow card; guide and remove problems related to land, natural resources and environment; meet labor supply and demand, propose solutions to support workers; overcome the shortage of drugs, medical supplies and vaccines; prepare for the new school year, especially in the matter of textbooks, and at the same time deal with emerging issues such as school drugs; handing over Hoa Lac Hi-tech Park from the Ministry of Science and Technology to Hanoi People's Committee for management; promoting policy communication, explaining policies, introducing and replicating good models in society.
