Promoting clean energy projects under the AZEC Initiative

Congratulating Mr. Yamada Takio on his appointment as Ambassador in charge of AZEC by the Japanese Government, Deputy Prime Minister Tran Hong Ha affirmed that the contents within the framework of AZEC have been discussed, agreed upon and received commitments from senior leaders of Vietnam, Japan, as well as partner countries.

According to the Deputy Prime Minister, the realization of AZEC needs to be demonstrated through specific projects such as improving efficiency and reducing emissions of coal-fired power plants; switching from using coal and oil to natural gas fuels; investing in offshore wind power, solar power, pumped storage hydropower, biomass power, waste-to-energy power, etc. to achieve the goal of carbon neutrality and reducing net greenhouse gas emissions to 0 (Net Zero) by 2050.

"We need to discuss specific and feasible contents and get to work, focusing on business cooperation," said the Deputy Prime Minister.

Thanking the Deputy Prime Minister for taking the time to meet him, Mr. Yamada Takio said that the entire Japanese Government and relevant parties are making efforts to promote AZEC. In particular, the Japan Federation of Economic Organizations (Keidanren) is proposing specific projects and pledging to provide comprehensive support for the implementation of AZEC.

"Vietnam is one of the most important partners in implementing AZEC," Mr. Yamada Takio expressed and highly appreciated Vietnam's efforts in implementing Net Zero, from issuing mechanisms and policies to specific projects.

At the meeting, Mr. Yamada Takio proposed a list of feasible gas-fired power, renewable energy, transmission infrastructure projects, etc. for the two sides to speed up implementation with the participation of large Japanese corporations and banks.

The Electricity and Renewable Energy Authority (Ministry of Industry and Trade), together with the Embassy of Japan in Vietnam and the Japan Bank for International Cooperation (JBIC), has established a working group to promote AZEC with a number of support goals such as: Energy transition, green transition at power plants using fossil fuels in Vietnam; renewable energy power generation such as developing rooftop solar power, offshore wind power, waste-to-energy, biomass power; power systems and power markets such as promoting the direct power purchase mechanism (DPPA), diversifying the power market including wholesale and retail.

The Deputy Prime Minister said that energy projects within the framework of AZEC need to approach market mechanisms, ensure supply, use energy efficiently, be carbon neutral, and implement Net Zero.

Discussing further about the roadmap for implementing the Just Energy Transition Agreement (JETP), the Deputy Prime Minister hoped that Japanese and Vietnamese partners would cooperate closely in research, testing, sharing, and technology transfer for production, transportation, and use of hydrogen and ammonia from solar power and offshore wind power; applying new technological solutions to increase the capacity of environmentally friendly hydropower plants; forming an international carbon credit market to create a green financial flow to offset investment costs for renewable energy projects, etc.
