It is not until now that our Party has set forth standards and regulations on revolutionary ethics for cadres and party members. This issue has been mentioned, clearly stated and required to be implemented by cadres and party members of the Party very early, in many documents such as: Article 1, Article 2 of the Party Charter; Regulation No. 37-QD/TW of the Central Executive Committee on things that party members are not allowed to do; 27 manifestations of degradation in political ideology, ethics, lifestyle and "self-evolution", "self-transformation" specifically pointed out by the Central Executive Committee in Resolution 4 of the Central Committee (term XII) on Party building.
However, in order to further realize the quality of Party building and rectification work and the political system; resolutely prevent, repel, and strictly handle cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifested "self-evolution" and "self-transformation", on May 9, 2024, General Secretary Nguyen Phu Trong on behalf of Politburo signed and issued Regulation No. 144-QD/TW “On revolutionary ethical standards of cadres and party members in the new period” (Regulation 144). This is a step forward in further concretizing the regulations for cadres and party members that our Party has issued before. With 19 very brief, concise, condensed and specific contents, expressed in 5 articles, but it has comprehensively covered the contents of regulations for cadres and party members to implement towards the people, the Party, and the Fatherland, as well as specific requirements on the ethical qualities of cadres and party members.
In reality, the negative side of the market economic mechanism is evolving in a very complicated manner, directly affecting many aspects of society, and has been and is one of the causes leading to the degeneration and change in political ideology, ethics, and lifestyle of a significant number of cadres and party members. As our Party has assessed: The cultivation and training of ethics and lifestyle of a number of cadres and party members is not regular, some have degraded in political ideology, ethics, and lifestyle; there is still a situation where words do not match actions; there is no compliance with the Party's principles; bureaucracy, corruption, waste, individualism, opportunism, pragmatism, factionalism, causing internal disunity... Some cadres have violated to the point of having to be disciplined and criminally prosecuted, including members of the Politburo and members of the Central Executive Committee.
Fighting these phenomena is also a revolutionary struggle, as President Ho Chi Minh often said: It is a struggle between good and evil, between revolutionary morality and individualism, requiring each person to have a high fighting spirit, great efforts in overcoming difficulties and challenges, and must have the help of the collective, the organization and the community, especially the role of the Party Committee and Party organization to help each person have more determination, faith, and enough strength to overcome all difficulties and challenges.
The practice of the Party's leadership shows that wherever the role of the Party organization is well promoted, the results of the implementation of the political tasks of the locality, agency, and unit are higher; the overcoming of the degradation of morality and lifestyle among cadres, Party members, and the masses has better results; on the contrary, where the role of the Party Committee and Party organization has not been promoted, the quality and effectiveness of all aspects of work there are limited, and manifestations of freedom and indiscipline have the opportunity to arise and develop.
Based on the particularly important position and role of Party committees and organizations in bringing Regulation 144 of the Politburo into practice and deeply into the subconscious, becoming a regular political responsibility of each cadre and Party member before the Party and the people, it is necessary to firmly grasp and well implement the following basic issues:
First of all, make the leadership and direction of the dissemination and implementation a regular routine. The top requirement is that Party committees and Party organizations at all levels must regularly include the dissemination of Regulation 144 of the Politburo in their leadership resolutions. The contents of the revolutionary ethical standards of cadres and Party members in the new period must be fully and deeply disseminated to all cadres and Party members, clearly defining leadership policies and measures appropriate to the characteristics, situation and tasks of the locality, agency and unit. Every year, based on the functions and tasks of the agency and unit, Party committees and organizations at all levels should select and identify specific contents in the regulations that are breakthroughs in order to make a substantial change in the revolutionary ethics of cadres and Party members and contribute to the successful implementation of the political tasks of the locality, agency and unit. To do so, it requires Party committees and organizations at all levels to correctly and accurately identify leadership measures to effectively implement the breakthrough content; there must be a clear and specific assignment of responsibility for each content and each aspect of work, ensuring close leadership and direction for each stage and step, and must regularly draw on experience to make the dissemination and implementation of revolutionary ethical standards of cadres and Party members a regular activity at each Party committee and organization.
The Party Committee and Party organizations need to study the contents of the regulations on revolutionary ethical standards for cadres and party members that are related to the masses while performing their duties to build specific regulations and rules of a mandatory nature, requiring cadres and party members to commit to complying with and striving to implement. At the same time, the Party Committee and Party organizations must educate everyone thoroughly and regularly urge and remind cadres and party members to implement those regulations. The process of implementing those strict and mandatory regulations will gradually create a habit of self-awareness for cadres and party members in implementing revolutionary ethical standards in the new period according to Regulation 144 of the Politburo.
Second, it is necessary to determine the goals for each type of agency, unit and each group of cadres and party members. In order for the contents of Regulation 144 of the Politburo to enter into practical life, to make a substantial change in the awareness and specific ethical standards of each cadre and party member in each working position, party committees and organizations at all levels must closely lead and direct the determination of common goals for the collective of agencies and units in implementing specific contents on revolutionary ethical standards of cadres and party members; especially when determining goals and breakthrough contents, it is necessary to closely follow the functions, tasks, and specific situations of the locality, agency, and unit; at the same time, there must be unified implementation direction from top to bottom.
At the Party cell level, it is necessary to clearly define the criteria for each group of cadres and Party members in the agency or unit. After the Party Committee and Party organization have established the criteria for each group, it is necessary to lead, direct and guide individuals to compare those criteria with their responsibilities and tasks, to self-assess and clearly identify the strengths and limitations in each content; through the assessment of the advantages and disadvantages of each individual, determine the goals for striving and develop specific plans to implement those criteria.
The content of the criteria for individual striving must be concise, easy to remember, easy to implement and must be suitable for the responsibilities, tasks and working conditions of each group of cadres and party members. Party committees and party organizations must evaluate the results of self-assessment and approve the self-registration of striving for ethical standards of each individual as a basis for monitoring, assisting and inspecting the implementation of Regulation 144 of the Politburo.
Third, promote the role of leading cadres at all levels in implementing the Politburo's Regulations on ethical standards for cadres and party members in the new period. We need to remember and follow President Ho Chi Minh's teachings: "In front of the masses, we cannot be loved by them just by writing the word "communist" on our foreheads. The masses only love those who have character and morality. To guide the people, we must be exemplary for them to imitate." In implementing exemplary behavior, it is necessary to correctly apply the principle of "above first, below last, inside first, outside last."
Leaders and managers in localities, agencies and units must always have high unity in both words and actions; in practical direction, there must always be a clear division of labor, regular exchange and experience sharing in implementation in their localities, agencies and units; always have a high sense of responsibility, be aware of practicing good ethical standards; be truly exemplary and model in implementing the criteria set by localities, agencies and units; the plan to strive for ethical standards of leaders and managers must be done first, with higher goals to set an example for subordinates. That is one of the important factors to put Regulation 144 of the Politburo on revolutionary ethical standards of cadres and party members in the new period into practical life.
Fourth, building exemplary agencies and units in terms of revolutionary ethics; building clean and strong Party cells and strong Party members to put Regulation 144 of the Politburo into practice. Each locality, each sector and field should choose a model for building exemplary agencies and units in terms of implementing revolutionary ethical standards according to Regulation 144 of the Politburo. Accordingly, Party committees, Party organizations and cadres in agencies and units identified as exemplary need to be proactive and active in developing plans, determining exemplary content and implementing regulations on revolutionary ethical standards for cadres and Party members in their agencies and units; The implementation process must promote the proactive and creative role of organizations and forces in agencies and units to find good ways of doing things, new ways of doing things, and typical examples of revolutionary ethical standards of cadres and party members to replicate throughout the agency and unit. Only then can we create a strong and substantial change in the revolutionary ethical standards of cadres and party members.
For grassroots party organizations, it is necessary to focus on building strong and clean party cells, building a strong contingent of party members, and strictly following party principles and working regimes. Party cells must do a better job of managing, educating, and training party members, paying attention to all social relationships, and strictly implementing the regime of self-criticism and criticism. Self-criticism and criticism must be associated with inspection and disciplinary action, helping to detect and promptly and accurately handle cadres and party members who violate Regulation 144 of the Politburo on revolutionary ethical standards of cadres and party members in the new period.
