Self-motivated efforts in scientific research

In Soc Trang province, there is a group of agricultural officials who conduct in-depth research on rice with outstanding results, creating the fragrant rice variety ST.

The peak of 2019, the famous fragrant rice variety ST25 won the World's Best Rice award, created by a group of authors AHLĐ Ho Quang Cua, Dr. Tran Tan Phuong and Master Nguyen Thi Thu Huong. They are dedicated and passionate cadres in scientific research in the locality.

For more than 20 years, in the initial research conditions, there was a lack of equipment, materials, especially the main financial resources were "self-funded". Most of the cadres not only did professional work, but also spent their spare time devoting their intellectual efforts, trying to find their own way to achieve today's achievements.

Currently, AHLĐ Hồ Quang Cua, former Deputy Director of the Department of Agriculture and Rural Development of Soc Trang, has built a research and production farm for rice varieties in My Xuyen district. As for Dr. Trần Tấn Phương, in 2011, when he was still an officer of the Department of Agriculture and Rural Development and Director of the Plant Seed Center of Soc Trang province, since 2011, Dr. Phương has built his 3-hectare rice research station in Phu Tuc hamlet, Phu My commune (My Tu district, Soc Trang province). The station's research program has a period of cooperation with the JICA-Japan Organization and the Vietnam Agricultural Institute).

Dr. Phuong explains: If the final product contract is not clear yet. Or there is a specific product that has already been researched, while the scientist has just started to outline and plan the research.

Regarding training, local research stations must also oversee the training of research staff. Meanwhile, scientific research funding in almost every locality is limited. With limited resources, it is mainly necessary to "mobilize oneself" or use personal money.

For agricultural research centers and stations in localities, it is not easy to mobilize research funding from domestic public service units and enterprises. Usually, the partner unit requires local scientific research staff to conduct research first. Only when the product results are available will those units proceed with cooperation steps.

However, the cooperation with the ordering units often chooses scientists who are famous for their research achievements, have outstanding products, and have high application efficiency. In this regard, young scientists will have difficulty approaching.

Turning to the direction of finding funding through collaborative research with foreign research agencies is not simple. And if there is, local scientific research staff must submit it through the state management agency, going through a round will take quite a long time and is almost impossible (this requirement is easier for research institutes and specialized universities).

According to Dr. Tran Tan Phuong, returning to the specific issue of research to successfully experiment with a rice variety takes 3-4 years. The largest source of funding, which needs to be continuously focused mainly on the staff and employees in the testing work. Therefore, local officials who are passionate about scientific research in the localities often face some limitations in resources, and the desire to have open cooperation with domestic and foreign units still faces certain obstacles.

In particular, the rice varieties ST3, ST5, ST20, ST24 and ST25 were recognized by the Ministry of Agriculture and Rural Development as special varieties, increasing the value of Vietnam's exported rice in the international market.
