The basic tax scheme 8 accelerates budget revenue collection by leveraging significant remaining potential.

After 5 months, many localities under Tax Department 8 (Lam Dong province) have collected budget revenue exceeding the 2026 forecast, creating momentum for the unit to achieve its revenue increase target and contribute to the province's economic growth.

In fulfilling the task of socio-economic development, aiming to achieve double-digit economic growth in 2026, localities under Tax Base 8 have focused on providing maximum support for production and business activities, disbursing public investment capital, and generating revenue for the state budget.

One of the advantages for localities as well as the Lam Dong Tax Department is that the land price list according to Resolution No. 82 of the Provincial People's Council has been published and applied from January 1, 2026. Thanks to this, determining financial obligations for cases of land use conversion by individuals and businesses can be done conveniently and promptly from the beginning of the year.

Mr. Tran Hung, Deputy Head of Tax Department in Lam Dong province, said that state budget revenue collection in 2026 in the area was more favorable than the previous year thanks to the early issuance of land price lists. This contributed to boosting the real estate market and land use rights transfer activities, thereby increasing revenue from registration fees and land use fees.

"

By the end of May, the Tax Department of District 8 had collected over 150 billion VND, reaching nearly 72% of the legally mandated budget and over 67% of the provincial target. Specifically, land use fee revenue reached nearly 86% of the target for 2026. This is a very positive result given the still challenging economic conditions.

According to Mr. Tran Hung, monitoring the budget revenue situation in the area shows that since the beginning of the year, the production and business activities of many enterprises have recovered and grown positively, creating a stable source of revenue for the state budget. Many enterprises have generated significantly higher tax payments compared to the same period last year.

In addition, several key infrastructure and transportation projects have generated significant incidental revenue, particularly from the contractors working on the National Highway 28B Upgrade Project in Phan Son commune.

To date, within the jurisdiction of Tax Station 8, 4 out of 11 communes have exceeded their 2026 state budget revenue targets. Among them, Phan Son commune leads with a 99% increase, followed by Hai Ninh commune with a 57% increase. The remaining two localities that have completed or exceeded their targets are Tuy Phong and Phan Ri Cua communes.

According to Mr. Tran Anh Thinh, Chairman of the People's Committee of Hai Ninh commune, thanks to the sustained growth in production and business activities in the area, along with the accelerated disbursement of public investment capital, the local government's revenue continues to be strengthened.

To generate resources for salary reform and development investment, the locality will continue to effectively exploit remaining revenue sources in the coming period. This will focus on areas with potential revenue losses, such as digital platform businesses and e-commerce; while also strengthening efforts to recover outstanding tax debts.

“The commune will continue to support businesses and households in overcoming difficulties related to capital and administrative procedures to stabilize and expand production and business, creating a sustainable source of revenue for the budget. Along with that, we will promote the effective exploitation of financial resources from land in the area,” said Mr. Tran Anh Thinh.

According to the Head of Tax Department No. 8, although the state budget revenue collection results for the first five months of the year were quite good, the rate of outstanding tax debt remains high, equivalent to more than 63% of the projected revenue for 2026. Therefore, in addition to solutions to generate revenue, the management and recovery of tax debt is identified as a key task in the coming period.

To date, all 11 communes in the area have established Steering Committees for combating revenue loss and handling tax arrears, thereby promoting the role of the entire political system in the management of state budget revenue. From now until the end of the year, Tax Department No. 8 will continue to strictly implement the tax arrears management process; review and classify debts to apply appropriate handling measures for each group of taxpayers.

"

We are determined to apply coercive measures as prescribed by law against cases of delay or deliberate non-compliance. At the same time, we are strengthening coordination with relevant agencies and the People's Committees of communes to definitively resolve long-standing debts.

Mr. Tran Hung, Deputy Head of Tax Department, District 8, Lam Dong Province

Currently, within the area managed by Tax Station 8, there are over 700 businesses and more than 7,100 households and individuals engaged in business activities. In the first five months of the year, non-state revenue reached over 61 billion VND, equivalent to nearly 91% of the annual target.

This result creates a favorable foundation for localities and Tax Department 8 to continue effectively exploiting remaining revenue sources, striving to exceed the state budget revenue target for 2026, contributing to achieving the province's "double-digit" economic growth goal.
