Struggling to untangle the knot

According to a report from the Tien Phuoc District Party Committee, several projects in the district are currently behind schedule, with delays in putting land into use, causing resource waste and affecting the socio- economic development orientation.

Regarding projects managed by businesses, after review, the local authorities stated that the Phuoc An New Urban Area Real Estate Development Project, invested by Quang Nam Infrastructure Development Investment Joint Stock Company, is currently facing difficulties in arranging resettlement and has not fully resolved the rights of the people.

Regarding public investment projects, a number of projects are behind schedule, including: the flood bypass road connecting Tien Ky town with National Highway 40B, the Xai Mua dam (Tien Lanh commune), the 110kV substation and connection, the development and enhancement of the historical value of the Huynh Thuc Khang Memorial House, and the Central Region Linkage Road...

Reporting at the meeting, Mr. Nguyen Hung Anh, Vice Chairman of the Tien Phuoc District People's Committee, stated that most of the delayed projects were related to obstacles in land clearance. The lack of resettlement land has led many households to refuse relocation, causing delays in project implementation. Some households have changed their minds, disagreeing with the previously agreed-upon compensation plan and demanding higher amounts...

Regarding policy, some projects lack adequate support plans for retraining people after they lose their agricultural land. In particular, the slow pace of resettlement support and the unreasonable land prices for resettlement are causing delays in these projects compared to the planned schedule.

Mr. Pham Van Doc, Secretary of the Tien Phuoc District Party Committee, said that in addition to difficulties regarding resettlement land, some projects lack sufficient fill soil; he also acknowledged that many tasks "the district is working too slowly".

"In particular, the Phuoc An New Neighborhood Real Estate Development Project is a historical issue, with many things not properly supervised, a case of 'fishing in troubled waters,' just getting the job done, which then leaves behind consequences that are difficult to resolve."

Regarding the regional linkage project, we have given very decisive instructions, but the bottleneck is the human factor. The District Party Committee has directed the deployment and concentration of personnel to handle this, but the District People's Committee has not yet implemented it," Mr. Doc stated at the meeting.

We must focus our efforts on resolving this issue.

Criticizing local authorities for their slow implementation of some projects, leading to waste, Vice Chairman of the Provincial People's Committee Tran Nam Hung emphasized the proactive role of district-level authorities, urging them to take decisive action to resolve outstanding issues, ensure the progress of important projects, and protect the legitimate rights of the people.

Regarding the Phuoc An New Neighborhood Project, Mr. Tran Nam Hung suggested that the district-level standing committee have full authority to make decisions with a spirit of daring to think, daring to act, and daring to take responsibility.

At the same time, they expressed support for applying the old land prices to resettle people, arguing that the fault lies with the State and local authorities for failing to prepare resettlement land when implementing the project. Resettlement work lagged behind, affecting the lives and rights of the people, and applying current resettlement prices would only further disadvantage them.

Regarding the flood bypass road project, Vice Chairman of the Provincial People's Committee Tran Nam Hung proposed extending the implementation deadline and urged localities to expedite the completion of the project.

Mr. Hung criticized the local authorities for their slow implementation, lack of initiative, and lack of decisiveness, while setting a deadline of June 30th for completing all procedures. Failure to do so would result in a review and a report to the Provincial People's Committee.

Vice Chairman of the People's Committee Tran Nam Hung also requested that the units coordinate with the locality to accelerate the implementation progress, ensuring the set deadline is met, and agree on a proposal to support funding for the locality to implement the project to promote the value of the Huynh Thuc Khang Memorial House.

“For projects facing compensation and resettlement issues, responsibilities must be clearly assigned, and the entire political system must be mobilized. If persuasion efforts fail, coercive measures must be implemented to ensure progress. The Standing Committee of the District Party Committee should proactively develop a land fund for resettlement, preventing a recurrence of the problem.”

Regarding compensation and land clearance, it is necessary to be transparent, persuade, and resolutely enforce compliance in cases of deliberate procrastination, ensuring the correct implementation of the law and preventing delays that could affect the project's progress," said Vice Chairman of the Provincial People's Committee Tran Nam Hung.

Provincial Party Secretary Luong Nguyen Minh Triet noted that the locality rarely experiences wasteful land use, and while some projects remain unfinished, solutions are being sought. However, if the locality lacks decisiveness and proactiveness, allowing delays in progress and slow land utilization to recur, it will become "abetting wastefulness."

In the future, if we do not innovate our methods, mindset, and leadership, it will be difficult, requiring more decisiveness, determination, and greater responsibility from all levels and sectors according to their assigned responsibilities and authority.

“I propose that leadership and guidance should be reformed according to the ‘5 clear principles’ to ensure greater specificity, thoroughness, and directness. The Standing Committee must delve into practical matters, assigning responsibility to each member, and using results to assess each person’s ability to complete their tasks. Each member of the Standing Committee must have clear deadlines for each assigned task, avoiding stagnation and inefficiency. Only with strict supervision, specific responsibilities, and a strong commitment to reform can we achieve tangible results that meet the development requirements of the new phase,” said Provincial Party Secretary Luong Nguyen Minh Triet.
