The Congress is taking place at a time when the entire Party, the entire people, and the entire army are determined to successfully implement the Resolution of the 14th National Congress of the Party, leading the country into a new era of development. The aspiration to build a strong, prosperous, and happy Vietnam is spreading strongly among all strata of the people.

In this context, more than ever, the country needs to maximize the strength of national unity, in which the veteran force is a particularly reliable political and social pillar of support for the Party, the State, and the people.

The past term has further affirmed the position and prestige of the Vietnam Veterans Association. Millions of veteran members have been exemplary leaders in patriotic emulation movements; tens of thousands of effective economic development models have been built; thousands of houses of compassion have been donated; and many self-governing models in security, order, environmental protection, and new rural development have been replicated. These are not only proud figures but also vivid evidence of the spirit of "as long as there is strength, there is contribution," and the unwavering will of the soldiers of Uncle Ho's army in the face of difficulties and challenges.

In the new term, in response to the country's rapid and sustainable development requirements, the Vietnam Veterans Association needs to continue to strongly promote the tradition of "Loyalty - Unity - Exemplary Conduct - Innovation"; build a clean and strong organization; and awaken the aspiration for contribution, pioneering spirit, and social responsibility of each member. Each veteran must continue to be a political nucleus at the grassroots level, a shining example in the community, a vanguard soldier on the front lines of protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints, and contributing to strengthening the people's trust in the Party, the State, and local Party committees, governments, and organizations.
