Although only a little over 7 months have passed in 2024, the state budget revenue in Thanh Hoa province has already reached an impressive figure of 33,259 billion VND, equivalent to 93.5% of the projected target and a 40% increase compared to the same period last year. With these positive signs, the Thanh Hoa tax department is striving to implement solutions to complete the year's budget revenue collection with the highest possible results.

From 2023 to the present, many real estate businesses have faced numerous difficulties, and the settlement of corporate income tax has also encountered many obstacles, especially regarding land transactions that extended from 2023 into the early months of 2024. However, these difficulties have been promptly addressed by the tax authorities. Mai Van Tuan, Director of Hoang Kim Real Estate Company (Hau Loc), stated: “The Nga Son - Hau Loc Regional Tax Office provided timely support, helping us fulfill our tax obligations. The tax authorities' explanations cited relevant regulations and guidelines applicable to specific cases.”
According to the report of the Nga Son - Hau Loc Regional Tax Department, as of August 15, 2024, total state budget revenue in the area reached VND 428.464 billion, achieving 107% of the assigned target and increasing by 166% compared to the same period in 2023. Of this, land use fees collected amounted to VND 104.687 billion, reaching 95% of the mandated plan. The reason for the high increase compared to the same period is due to the Provincial Tax Department and the People's Committee of Hau Loc district decisively directing departments, agencies, and local authorities at all levels to implement comprehensive solutions to promote socio -economic development; focusing on reviewing and carefully evaluating revenue sources. The Department assigned targets and tasks to tax management teams regarding budget collection, debt recovery, tax inspection, and tax declaration; promoting administrative reform, applying digital technology in management, supporting businesses, and improving the taxpayer database. Innovating propaganda activities and promptly addressing difficulties to promote production and business development. At the same time, Hau Loc district has done a good job of land clearance and infrastructure construction to implement land use rights auctions from the beginning of the year, increasing revenue from land sales and promoting investment projects funded by land sales; tightening financial discipline and order; strengthening inspection, supervision, and transparency in budget revenue and expenditure...
Also a highlight of the province in terms of budget revenue, as of August 15th, Hoang Hoa district had collected 1,000 billion VND in land use fees, reaching 100% of the provincial target. This result was achieved thanks to the Hoang Hoa Tax Department's advice to the district in determining the starting price; its regular coordination with district departments and agencies to strengthen propaganda and support for units and businesses in overcoming difficulties in production and business, and quickly completing procedures for paying land use fees according to regulations. For investors whose land use fees are due, the department urges them to complete the budget payment plan. It reviews outstanding land use fees, land lease fees, and water surface lease fees; and directly works with investors and projects with outstanding land use fees to urge and recover the debt for payment into the state budget.
According to the list of land use right auction projects for 2024 approved by the Provincial People's Committee, the province has 892 planned land projects with a total auction area of 804.19 hectares; the expected revenue from land use fees is 22,897 billion VND. By the end of July 2024, the province had auctioned 224 out of 892 projects. As of August 15th, the total revenue from land use fees in the province reached 8,870 billion VND, equivalent to 112% of the provincial budget target.
Overall, most land use right auction projects have only auctioned a portion of the planned area. Currently, localities are continuing to organize auctions to ensure state budget revenue. Seven localities have auctioned projects with the amount of money collected from successful bids exceeding 50% of the plan, including the districts of Dong Son, Hoang Hoa, Tho Xuan, Vinh Loc, Thach Thanh, Ba Thuoc, and Nghi Son town...
To achieve the highest possible state budget revenue collection target in 2024, the tax sector will continue to implement comprehensive and effective solutions for managing and exploiting revenue sources, combating budget revenue losses in accordance with the Tax Administration Law and the 2024 state budget targets; promote the application of digital technology , standardize tax debt data throughout the sector; strengthen inspection and auditing work, strictly handle cases of outstanding, delinquent, and evaded tax payments; reform administrative procedures, promptly resolve difficulties and obstacles, and create favorable conditions for taxpayers to fulfill their tax obligations. In addition, to increase state budget revenue, localities in the province are also focusing on reviewing construction planning, land use planning, land use conversion procedures, preparing detailed planning layouts for new residential areas, building infrastructure, and compensation and land clearance for each project, ensuring compliance with current legal regulations before auctioning.
