- Recognizing digital transformation as a key task to improve the quality of service to the people, the People's Committee of Chien Thang commune has implemented many comprehensive solutions to support people in accessing online public services. A prominent example is the "Technology and Professional Response Team for Administrative Procedure Resolution," which has contributed to bringing digital conveniences to the people and building a transparent, open, and modern public administration.
In the early days of operating the two-tiered local government model, alongside the advantages of applying digital technology , many people in Chien Thang commune still faced difficulties when carrying out procedures electronically. Many did not know how to create an electronic identity account, log in to the Public Service Portal, or make online payments; in some cases, the information provided was incomplete, leading to the need for multiple revisions to the application.

Based on that reality, on September 30, 2025, the People's Committee of the commune issued Decision No. 372 on the establishment of the "Technology and Professional Response Team to Support the Resolution of Administrative Procedures" with 30 members, headed by the Vice Chairman of the People's Committee.
Accordingly, with the motto "hands-on guidance," the team members proactively assisted citizens from the moment they entered the commune's public administrative service center. From creating VNeID accounts, logging into the system, filling out forms, submitting applications online, making cashless payments, to digitizing documents, every step was guided specifically and in detail. For those using smartphones for the first time to perform administrative procedures, the team members patiently guided them step-by-step so that they could operate independently and remember the process for future use.
Mr. Vi Hong Hanh, from Binh Trung village, Chien Thang commune, shared: "When I came to register my marriage, I received very thorough guidance from the members of the Public Service Response Team, from filling out the information to completing the application. What impressed me was that the officers were very enthusiastic, friendly, and ready to answer all my questions. Thanks to their support, I completed the procedure quickly and smoothly, and I am very satisfied."
In addition to assisting people at the center, members of the Technology and Professional Support Team for resolving administrative procedures in the commune also regularly go down to the grassroots level, coordinating with villages to disseminate information and guide people on using digital applications, activating electronic identity accounts, and accessing utilities in the online environment.
Mr. Long Anh Duc, a specialist at the Public Service Center and a member of the Technology and Operations Response Team supporting administrative procedures in Chien Thang commune, said: "The biggest difficulty is that many people, especially the elderly, are not yet familiar with using smartphones and digital applications. Therefore, we always provide specific, easy-to-understand instructions, guiding them step-by-step. When people can complete their online applications themselves, they are very excited and more confident in using public services, which is also a motivation for us to continue accompanying and supporting the people."
The dedication of the emergency response team members has significantly contributed to improving the quality of administrative procedures in the area. In the first few months of 2026 alone, Chien Thang commune received 1,663 administrative procedure applications. Of these, the rate of applications processed correctly and ahead of schedule reached 96.09%.
Ms. Vi Thi Thu Huong, Vice Chairman of the People's Committee and Head of the Technology and Professional Support Team for Administrative Procedure Resolution in Chien Thang Commune, stated: The establishment and maintenance of the support team model has removed many bottlenecks in accessing public services, especially the reluctance of people, particularly the elderly, to use online public services. In addition, direct guidance helps reduce instances of incomplete or incorrect information declarations, contributing to an increased rate of timely acceptance and processing of applications. This has improved the quality of public administrative services, creating greater satisfaction for citizens when carrying out administrative procedures.
In the context of the strong implementation of digital transformation across all sectors, the need for digital skills among citizens is becoming increasingly essential. Therefore, models such as public service response teams are particularly important in ensuring that all citizens have equal access to modern administrative services.
