The General Secretary stated that over the past five years, under the leadership and direction of the Party Central Committee, the Politburo , the Secretariat, and directly the Central Military Commission and Party committees at all levels, the entire army has strived to successfully implement the Resolution of the 11th Party Congress of the Army.

The Central Military Commission and the Ministry of National Defense have performed well their strategic advisory functions on military and national defense; at the same time, they have led and directed the entire army to promote its core role in building all-people national defense and protecting the Fatherland; and led the entire army to basically complete the adjustment of the organization of a lean, compact, and strong force, creating a solid foundation for building a revolutionary, disciplined, elite, and modern people's army.

"It can be affirmed that in the past term, the Central Military Commission has been resolute in leading and directing the adjustment of the organization of the military force with a scientific and methodical roadmap and steps. The military has become a bright spot in implementing the Party and State's policy on streamlining the organizational apparatus," the General Secretary emphasized.

The General Secretary said that, in addition to the outstanding advantages, with the spirit of looking straight at the truth, stating the truth, and respecting the truth, the congress continues to discuss and analyze to clarify the limitations and shortcomings, point out the causes and responsibilities, and propose solutions to overcome them completely, not allowing limitations and weaknesses to last, accumulating from small to large, from less serious to serious.

To successfully carry out the directions, goals, military and defense tasks and build the Army Party Committee for the 2025-2030 term, the General Secretary proposed to well implement "2 steadfastness, 2 promotion and 2 prevention".

Firmly uphold the Party's military and defense line. This requires the Party Committee of the Army and the entire army to thoroughly grasp and effectively implement the Party and State's viewpoints, lines, guidelines and policies on military and defense; especially the all-people national defense line, people's war, the "four no's" national defense policy with the nature of peace and self-defense; effectively implement the motto of relying on the people, the people are the root, the subject, the center of the cause of building and defending the Fatherland.

Resolutely build a politically strong army, contributing to maintaining and strengthening the Party's absolute and direct leadership in all aspects over the army. This is an immutable and unchangeable principle in building a new, revolutionary army, born from the people, fighting for the people, and closely attached to the people.

The General Secretary requested to step up the building of a revolutionary, regular, elite, and modern people's army. In particular, the "revolutionary, regular, elite" elements have been constantly built and developed over more than 80 years of building, fighting, winning, and maturing of the army; however, they need to continue to be promoted and promoted even more in the new period.

Promote international integration and defense diplomacy. The focus is to thoroughly grasp and effectively implement Conclusion No. 53 of the Politburo on international integration and defense diplomacy until 2030 and the following years, Resolution No. 59 of the Politburo on international integration in the new situation; promote defense cooperation on both bilateral and multilateral levels; handle harmoniously and flexibly defense relations and cooperation with other countries, especially in the context of fierce competition among major countries, increasing attraction and gathering of forces.

Preventing the risks of war and conflict. This is an important, consistent, and urgent requirement in the current period; requiring the Central Military Commission, the Ministry of National Defense, and the entire army to regularly grasp, research, and clearly assess the development trends of the situation, and promptly advise the Party and State on strategic countermeasures to successfully handle military and defense situations.

Prevent all manifestations of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" in the Party Committee of the Army and the entire army. The Party and State have great confidence in, and at the same time set very high requirements for, the Party Committee of the Army and the entire army in implementing this content, which is to prevent degradation right from the seed, right at its manifestation state, absolutely not allowing it to blossom, develop into degradation and even higher, "self-evolution", "self-transformation".

The General Secretary affirmed that the Party, State and people always trust and have great expectations for the Vietnam People's Army; he hopes that the Party Committee of the Army and the entire army must "converge in solidarity, gather will, gather talent and gather strength".

The General Secretary requested that, immediately after the congress, the contents of the congress' resolutions must be quickly implemented, and the resolutions must be put into practice immediately; there must be no delay or gap between the resolutions at the congress and their implementation in practice.
