General Secretary: Listening to people's opinions to amend the Constitution

General Secretary To Lam hopes that National Assembly deputies will listen to people's opinions to focus on amending the Constitution and building laws.

After the opening session, the National Assembly this morning (May 5) discussed in groups the proposal to amend and supplement a number of articles of the 2013 Constitution and the establishment of a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution.

General Secretary To Lam said that this National Assembly session has many important contents, meeting 2 weeks earlier than usual but not too long. One of the important contents is amending and supplementing a number of articles of the 2013 Constitution.

On May 14, the National Assembly will hold a plenary session in the hall to discuss the draft resolution of the National Assembly to amend and supplement a number of articles of the 2013 Constitution. The General Secretary noted that this must ensure compliance with the prescribed procedures and seek public opinion. Although only 8 articles of the Constitution are being amended and supplemented, the drafting agencies, the National Assembly, and the Government have prepared very carefully.

"Hopefully, in the second session, the National Assembly will pass a Resolution amending and supplementing a number of articles of the 2013 Constitution" - the General Secretary shared.

The General Secretary raised the issue of fundamentally amending the Constitution, if possible, but this will have to wait until the next congress to consider.

Specifically, the General Secretary stated that the next congress will decide on the country's development orientations in the coming period, especially after summarizing 40 years of renovation, and then consider amending the Constitution.

He emphasized: "We have to do many things at the same time, but at the same time, one thing must be coordinated with another. At the same time, we must focus on preparing for congresses at all levels, arranging the organization, streamlining the apparatus, but still ensuring all regular work, requiring socio-economic growth."

The Government will hold a meeting to evaluate the first 4 months of the year, and "there have been very encouraging indicators" . In particular, the criteria for budget collection, production and business development are relatively good. In 4 months, budget collection reached about 48% of the year's plan. The General Secretary commented that this was a great effort and struggle while facing many difficulties and challenges.

The General Secretary stated that the requirements for socio-economic development are very large, "a country that wants to develop must achieve this requirement".

In addition, according to the General Secretary, it is necessary to solve cultural, social, educational and health issues to ensure sufficient resources for development. He also raised the requirement to continue improving people's lives, because when the country develops, the people must enjoy those achievements.

General Secretary To Lam said that if the targets of the 13th Congress term are completed, it will be a good premise to set out plans for the next term, and there is also a basis for "we are completely confident that we can complete the goals of the 14th Congress".

The General Secretary hopes that National Assembly deputies will listen to people's opinions to focus on amending the Constitution and building laws.
