Following the opening session, the National Assembly this morning (May 5th) held group discussions on the proposal to amend and supplement several articles of the 2013 Constitution and the establishment of a committee to draft amendments and supplements to several articles of the 2013 Constitution.
General Secretary To Lam stated that this National Assembly session has many important contents, and although it is being held two weeks earlier than usual, it will not be excessively long. One of the important contents is the amendment and supplementation of several articles of the 2013 Constitution.
On May 14th, the National Assembly will hold a plenary session in the assembly hall to discuss the draft resolution amending and supplementing several articles of the 2013 Constitution . The General Secretary noted that this process must adhere to regulations and incorporate public opinion. Although only eight articles of the Constitution are being amended and supplemented, the drafting agencies, the National Assembly, and the Government have prepared very thoroughly.

"Hopefully, during the second session, the National Assembly will pass a Resolution amending and supplementing a number of articles of the 2013 Constitution," the General Secretary shared.
The General Secretary raised the issue of fundamentally amending the Constitution, if possible, but suggested that this should only be considered at the next Party Congress.
Specifically, the General Secretary stated that the next congress will decide on the development directions of the country in the coming period, especially after summarizing 40 years of reform, and then consider amending the Constitution.
He emphasized: "We have to do many things at the same time, but each task must be coordinated with the others. Simultaneously, we are focusing on preparing for the Party Congress at all levels, reorganizing, and streamlining the apparatus, while still ensuring all regular work and the requirements of socio-economic growth are met."
The government will hold a meeting to review the first four months of the year, and "there have been very encouraging indicators ." In particular, the criteria for budget revenue collection and production and business development are relatively good. In the first four months, budget revenue reached approximately 48% of the annual plan. The General Secretary acknowledged that this is a tremendous effort and achievement while facing many difficulties and challenges.
The General Secretary emphasized that the requirements for socio-economic development are immense, stating that "if the country wants to develop, it must meet these requirements."
Furthermore, according to the General Secretary, addressing issues related to culture, society, education, and healthcare is essential to ensure sufficient resources for development. He also emphasized the need to continue improving the lives of the people, because as the country develops, the people must benefit from its achievements.
General Secretary To Lam stated that if the targets of the 13th Party Congress term are achieved, it will be a good foundation for setting plans for the next term, and also provide a basis for "we to be completely confident that we can achieve the goals of the 14th Party Congress."
The General Secretary urged National Assembly deputies to listen to the people's opinions in order to focus on amending the Constitution and building laws.
