At the conference, Mr. Mai Xuan Thanh, Director General of the General Department of Taxation, stated that, in the spirit of openness and attentiveness, without avoiding issues, the General Department of Taxation organized the dialogue conference with the genuine goal of understanding, exchanging, answering, and resolving difficulties, obstacles, and feedback from taxpayers in the practical implementation of tax regulations and policies.
At the same time, the tax authorities also listen to, immediately address, or accept proposals and recommendations from the business community. Based on these, they will research and report to competent authorities to develop solutions to improve and amend tax mechanisms, policies, and management practices, making them more transparent, specific, and suitable for all types of businesses. This aims to help taxpayers fully, quickly, and conveniently implement tax policies and fulfill their tax obligations.

“I propose that the professional units under the General Department of Taxation and the 5 provincial and city tax departments, along with representatives of businesses and taxpayers, engage in frank, open, thorough, and clear discussions to understand and clarify the causes of difficulties in tax regulations and policies, in tax management by tax authorities, and in the fulfillment of tax obligations by citizens and businesses,” Deputy Director General Mai Son requested.
At the conference session on September 27th, the tax authorities directly answered questions raised by businesses and taxpayers during the dialogue.
The main issues discussed directly between leaders of tax departments and businesses and taxpayers during the morning session included obstacles related to tax policies and administrative procedures such as: over 30 obstacles in the field of electronic invoices; and 29 obstacles in the field of value-added tax and tax refunds, which were discussed directly at the dialogue conference.
In addition to the issues addressed directly at the dialogue conference, several groups of recommendations related to the authority of ministries and agencies, and concerning policies stipulated in laws and decrees, have been compiled by the Organizing Committee for submission to competent authorities for consideration and coordinated resolution.
Concluding the dialogue session on the morning of September 27th, Deputy Director General Mai Son affirmed that, although there are still issues regarding policies, administrative procedures, and the compliance of businesses and taxpayers in fulfilling their tax obligations to the State that need to be considered more thoroughly, the dialogue session has fostered a spirit of openness, listening, and cooperation between tax authorities, businesses, and taxpayers.

The Deputy Director General affirmed that the tax sector has accelerated reforms in tax policy and institutions, modernized tax management, simplified tax administrative procedures, provided electronic tax services and support tools to help people and businesses fulfill their tax obligations conveniently, contributing to reducing costs, creating a favorable, transparent, and equal business environment for all economic sectors, and implementing comprehensive digital transformation.
“In particular, to overcome difficulties and the serious consequences of natural disasters and epidemics, the Tax Department has promptly proposed and reported to the Ministry of Finance to submit to the Government and the National Assembly many tax solutions, while directing tax authorities at all levels to focus on implementing policies to exempt, reduce, and extend taxes, fees, and land rent to support businesses and people from 2019 to the present. For example, in the first nine months of 2024, the total amount of taxes, fees, and land rent extended, exempted, or reduced is estimated at over 102,000 billion VND,” Deputy Director General Mai Son shared.
