According to the World Bank Group, the US is projected to see a net increase of approximately 1.2 million migrants by 2025. However, when assessing the net migration rate of each country relative to its population, the US ranks 25th in the world.
The World Bank Group collected data on the total number of people migrating to or leaving each country's population in 2025, including both citizens and non-citizens, from figures provided by the United Nations Population Division.
Using data from the World Bank Group and 2025 estimates from the United Nations Population Fund, Business Insider calculated the net migration rate relative to each country's population to compare rates between countries. The list excludes countries with populations under 100,000, as well as territories and autonomous regions.
The newspaper then identified 15 countries with the highest positive net migration rates per capita and 15 countries with the highest negative net migration rates.
Many leading countries can explain their high net migration rates by attributing it to economic development and government policies encouraging immigration.
At the opposite end of the list, economic reasons are often the biggest motivator for people leaving their countries, as is the case in Eastern European nations. War refugees also contribute to the net migration rates of these countries.

Below are the top 15 countries with the highest average per capita migration growth in 2025:
1. The net increase in immigration to Ukraine in 2025 is equivalent to 4.4% of the population. The International Organization for Migration (IOM) reports that many people displaced by the Russia-Ukraine conflict have returned home, which could contribute to the net increase in Ukraine's migrant population.
2. Net immigration to Oman is equivalent to 2.1% of the population. Economic factors, such as the new 10-year residency program launched by the Omani Ministry of Commerce in September 2025, are incentivizing investors to move to the country.
3. The net number of migrants into Syria is equivalent to 1.6% of the population. Many Syrians are returning to their homeland after the fall of the Assad regime in 2024, contributing to this significant net migration figure.
4. The net population growth rate of the United Arab Emirates (UAE) is equivalent to 1.4% of the population. Many wealthy individuals move to the UAE seeking economic opportunities, but the country is also an attractive destination for low-income migrants.
5. Net immigration to Seychelles is equivalent to 1.2% of the population. While the islands off the east coast of Africa are a popular tourist destination, Seychelles also attracts immigrants for employment and investment reasons.
6. The net number of immigrants to Qatar is equivalent to 1.2% of the population. Like the UAE, Qatar is attracting many wealthy individuals.
Next in the top 15 are Bahrain, Malta, Kuwait, Canada, Luxembourg, Iceland, Ireland, the Netherlands, and Cyprus.
And the 15 countries with the largest population declines by 2025 include: Saint Vincent and Grenadines, Poland, Lithuania, Albania, Armenia, Moldova, Estonia, Micronesia, Czechoslovakia, Kosovo, Nepal, Samoa, Montenegro, Tonga, and Jordan.
