According to Comrade Nguyen Van Duoc, after one year of implementing Plan No. 34/KH-UBND dated August 7, 2025, Ho Chi Minh City has achieved positive results in resolving difficulties and obstacles for long-standing stalled projects and works, basically completing the "surgical removal" of the "blood clot" affecting the city's socio -economic development in the past.

"The results of this project resolution are not only directly contributing to the city's growth (growth rate in 2025 reaching 8.03% and in the first quarter of 2026 reaching 8.27% - the highest rate for the same period in the last 5 years), but the results and experiences of the city, along with the group of 5 leading localities nationwide in resolving obstacles, have contributed to the Central Government in issuing new conclusions and resolutions (Conclusion No. 24-KL/TW dated April 13, 2026 of the Politburo and Resolution No. 29/2026/QH16 dated April 24, 2026 of the National Assembly), creating an institutional foundation and springboard for the city to resolve all outstanding projects in 2026," Comrade Nguyen Van Duoc said.
According to a report by the Ho Chi Minh City People's Committee, after consolidating administrative boundaries and expanding urban management space, Ho Chi Minh City has been resolutely reviewing and resolving difficulties for long-standing stalled projects and constructions.
Through the review process, the city has now completed the resolution or provided guidance on handling all 838/838 outstanding and problematic projects and land plots. A total of over 206,000 billion VND in investment has been unlocked, and over 17,000 hectares of land have been cleared; of which, 417 projects (54 projects under the authority of the Central Government) have had their legal issues resolved, compensation and land clearance completed, or land has been allocated, allowing investors to restart construction and hand over the projects for public operation.
Regarding the implementation of Plan No. 243/KH-UBND dated May 29, 2026, on continuing to remove difficulties and obstacles for long-standing stalled projects, Mr. Hoang Vu Thanh, Director of the Ho Chi Minh City Department of Finance, stated that the goal is to support businesses and investors in overcoming difficulties and obstacles to unlock social investment resources; promote the disbursement of public investment capital and non-budgetary investment capital; achieve double-digit growth targets, and contribute to the overall completion of the city's tasks.
Specifically, the city continues to address obstacles for 421 projects that had been planned for solutions but had not yet completed the resolution process according to the summary of Plan No. 34/KH-UBND; projects that have been newly collected, updated, and supplemented; projects that continue to be addressed after conclusions and results from inspection, investigation, and enforcement agencies, or conclusions from competent authorities requiring further action; and projects transferred from higher-level agencies to the city for monitoring and handling within its jurisdiction.
To implement the conclusions and resolutions of the Central Committee and the city's plan, on June 1st, the Ho Chi Minh City People's Committee also issued a decision to reorganize the special task force to resolve difficulties and obstacles for long-standing stalled projects in the city, aiming to bring them into operation and use as soon as possible, preventing waste and losses. The special task force is headed by Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee; Mr. Tran Van Bay, Vice Chairman of the Ho Chi Minh City People's Committee, serves as Deputy Head; and includes eight members who are leaders of relevant departments and agencies.
