Ho Chi Minh City People's Committee has just issued Plan No. 102/KH-UBND on implementing the Project "Developing national data applications on population, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, vision to 2023" in the last 3 months of 2025 in the city to meet the 2-level local government model.

The Ho Chi Minh City People's Committee requires heads of departments, branches, sectors and localities to be determined, make efforts and make specific commitments to each assigned task, select effective human resources and direct the development of implementation plans in the last months of 2025 in the direction of "clear people, clear work, clear time, clear results, clear responsibilities".

The City People's Committee assigned the People's Committees at the commune level, departments, branches and sectors to promptly develop implementation plans to ensure the concretization of each task, clearly define the responsibilities of each unit, detailed time schedule, and specific products of each task associated with the responsibilities of the unit's head.

Heads of departments, branches, sectors, and People's Committees at the commune level focus on reviewing, editing, and supplementing legal documents within their authority; proposing amendments, supplements, and abolishments of regulations under the authority of superior agencies to perfect institutions, mechanisms, and policies to create a framework for digital transformation in general and Project 06 in particular to be implemented uniformly in Ho Chi Minh City...

The Ho Chi Minh City People's Committee assigned the City People's Committee Office to coordinate in reviewing, evaluating and restructuring the entire business process, reducing and simplifying integrated administrative procedures, and providing them on the National Public Service Portal for 82 groups of administrative procedures (TTHC) prescribed in Decision No. 06/QD-TTg dated January 6, 2022, Decision No. 206/QD-TTg dated February 28, 2024, Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister .

For the Department of Health, the City People's Committee assigned that in the fourth quarter of 2025, it must preside over the implementation of 100% electronic medical records for hospitals and medical facilities in the city to connect data, testing, and medical examination and treatment between hospitals according to the instructions of the Ministry of Health .

Also in the fourth quarter of 2025, the City Digital Transformation Center will complete the exploitation and use of electronic identification account information on VNeID in receiving, simplifying, and reducing administrative procedure records in the city.

In addition, coordinate with the Ministry of Public Security to propose a deployment plan and roadmap to integrate security, order, and public transport surveillance camera systems into the City's Smart Operation Center (IOC) and connect with the National Population Database based on the principles of inheritance, joint exploitation, and sharing on a unified platform.

The Department of Finance is assigned to advise and propose to the City People's Committee to allocate funds for projects and works serving strategic technology infrastructure investment, human resource training, and procurement of information technology equipment to ensure the implementation of digital transformation tasks and effective implementation of Project 06 in accordance with the provisions of the State Budget Law, the Public Investment Law, and relevant legal provisions and in accordance with the capital sources and balancing capacity of the city.

The City Police are assigned to ensure information safety and security during the digital transformation process, strengthen the implementation of effective solutions to ensure the absolute confidentiality, safety and security of citizens' information, and avoid information leakage, leakage and loss that affects the entire population data system. At the same time, deploy the service of procedural documents through the national digital application VNeID to gradually replace traditional service.
