Delegates voted unanimously to establish the Department of Public Works and Traffic and the Public Administration Center under the People's Committee of Thu Duc City.

On November 10, the People's Council of Thu Duc City for the 2021-2026 term held its 8th session.

At the meeting, Chairman of Thu Duc City People's Committee Hoang Tung presented a report on the establishment of the Department of Public Works and Traffic and the Public Administration Center under Thu Duc City People's Committee. In addition, he presented a report on the reorganization and renaming of specialized agencies under Thu Duc City People's Committee.

Accordingly, Thu Duc City Public Administration Center receives administrative procedures under the authority of Thu Duc City People's Committee and specialized agencies under Thu Duc People's Committee.

The center operates on the principle of: Being a centralized focal point for agencies and units to arrange civil servants to receive, resolve and return results of administrative procedures related to individuals and organizations according to the one-stop, one-stop mechanism in a timely, fast, convenient, legal, objective, public and transparent manner. Receiving, resolving and returning results of administrative procedures under the authority of resolution or interconnected resolution at specialized agencies under the People's Committee of Thu Duc City. The organizational structure of the center is streamlined, not increasing the total payroll of the People's Committee of Thu Duc City.

Thu Duc City Traffic and Public Works Department performs the function of advising and assisting Thu Duc City People's Committee in state management of the field of traffic infrastructure (road traffic, urban railways, bridges, tunnels, inland waterways and other works serving traffic and transport); technical infrastructure (water supply, drainage, solid waste treatment, public lighting, green parks, cemeteries, parking lots, passive telecommunications infrastructure works and other technical infrastructure utilities); irrigation infrastructure (irrigation works and dykes); performs a number of tasks and powers under the authorization of Thu Duc City People's Committee and according to the provisions of law.

Thu Duc City reorganized: Department of Finance - Planning, Department of Economy into Department of Finance, Department of Economy - Planning and Investment. Department of Culture and Information, Department of Science and Technology into Department of Culture - Sports and Tourism, Department of Science - Technology and Information. Department of Urban Management into Department of Planning - Construction.

Speaking at the meeting, Secretary of the Thu Duc City Party Committee Nguyen Huu Hiep emphasized the importance of the meeting and suggested many contents for the delegates to discuss. In particular, he requested the Thu Duc City People's Council to urgently develop a plan to supervise the operation of the new organizational apparatus of the Thu Duc City government. Typically, the transfer of functions and tasks (administrative procedures) from specialized agencies and departments to the City Public Administration Center; promptly adjust or propose competent authorities to adjust to suit the reality in Thu Duc City.

Along with that, continue to supervise the authorities at all levels on arranging and perfecting the organizational apparatus, streamlining the payroll, restructuring the team of cadres, civil servants, public employees, etc. Deploy the 2024 supervision program and pay attention and focus on orienting the People's Council committees and the People's Council delegation groups of Thu Duc City to propose supervision programs.

Emphasizing Resolution 98 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, comrade Nguyen Huu Hiep affirmed that Resolution 98 is not a "magic wand". However, with the complete completion of the government apparatus today, he requested that each department and professional office must immediately start working, and work effectively with the highest sense of responsibility and action.
