Thu Duc City establishes two more centers.

The delegates unanimously voted to establish the Department of Transportation and Public Works and the Public Administration Center under the People's Committee of Thu Duc City.

On November 10th, the People's Council of Thu Duc City, term 2021-2026, held its 8th session.

At the meeting, Chairman of the Thu Duc City People's Committee Hoang Tung presented a proposal on the establishment of the Department of Transportation and Public Works and the Public Administration Center under the Thu Duc City People's Committee. In addition, he presented a proposal on the reorganization and renaming of specialized agencies under the Thu Duc City People's Committee.

The delegates voted to approve these two proposals.

Accordingly, the Thu Duc City Public Administration Center will receive administrative procedures falling under the jurisdiction of the Thu Duc City People's Committee and its specialized agencies.

The center operates on the principle of being a central hub where agencies and units assign civil servants to receive, process, and deliver results for administrative procedures related to individuals and organizations through a one-stop shop or integrated one-stop shop mechanism, ensuring timeliness, convenience, legality, objectivity, openness, and transparency. It receives, processes, and delivers results for administrative procedures within its jurisdiction or those related to the jurisdiction of specialized agencies under the People's Committee of Thu Duc City. The center's organizational structure is streamlined and does not increase the total staffing of the People's Committee of Thu Duc City.

The Department of Public Works and Transportation of Thu Duc City performs the function of advising and assisting the People's Committee of Thu Duc City in the state management of transportation infrastructure (road transport, urban rail, bridges, tunnels, inland waterways and other works serving transportation); technical infrastructure (water supply, drainage, solid waste treatment, public lighting, parks and green spaces, cemeteries, parking lots, passive telecommunications infrastructure and other technical infrastructure utility works); irrigation infrastructure (irrigation works and dikes); and performs a number of tasks and powers as delegated by the People's Committee of Thu Duc City and as prescribed by law.

Thu Duc City reorganized: The Finance - Planning Department and the Economic Department became the Finance Department and the Economic - Planning and Investment Department. The Culture and Information Department and the Science and Technology Department became the Culture - Sports and Tourism Department and the Science - Technology and Information Department. The Urban Management Department became the Planning - Construction Department.

Speaking at the session, the Secretary of the Thu Duc City Party Committee, Nguyen Huu Hiep, emphasized the importance of the session and suggested several topics for delegates to discuss. In particular, he requested the Thu Duc City People's Council to urgently develop a plan to monitor the operation of the new organizational structure of the Thu Duc City government. A prime example is the transfer of functions and tasks (administrative procedures) from specialized agencies and departments to the City's Public Administration Center; and to promptly adjust or propose adjustments to the competent authority to suit the practical situation in Thu Duc City.

In addition, continue to monitor the authorities at all levels regarding the arrangement and streamlining of organizational structures, downsizing of personnel, and restructuring of the workforce of officials, civil servants, and public employees... Implement the 2024 monitoring program and pay attention to and focus on guiding the committees of the People's Council and the groups of representatives of the People's Council of Thu Duc City to develop monitoring programs.

Emphasizing Resolution 98 on piloting some specific mechanisms and policies for the development of Ho Chi Minh City, Comrade Nguyen Huu Hiep affirmed that Resolution 98 is not a "magic wand." However, with the complete organization of the government apparatus today, he requested that each specialized department and agency immediately begin working effectively with the highest sense of responsibility and action.

Through this, we must maximize the spirit of daring to think, daring to act, and daring to take responsibility, consistently adhering to the idea that ‘without ideas, there are no products in hand,’ and together look towards the common goal of building Thu Duc City into a ‘smart, creative city with a high quality of life, civilized, modern, and compassionate; developing rapidly and sustainably,’” emphasized Nguyen Huu Hiep, Secretary of the Thu Duc City Party Committee.
