Regarding the organization of the 2nd Sa Dec Flower and Ornamental Festival, Vice Chairman of the National Assembly Le Minh Hoan said that in the near future, the provincial leaders and departments, and the People's Committee of Sa Dec ward need to urgently complete the necessary work to successfully organize the Festival. In particular, it is necessary to review the content of the festival to honor flower growers or to honor ornamental flower varieties? When determining to honor flower growers, there should be stories to honor 3 generations of flower growers, they are the artisans worthy of writing the story of Sa Dec ornamental flowers. The locality also needs to pay attention to the young intellectual force, especially children of flower-growing families, creating conditions and encouraging young people to start a career in ornamental flowers, gaining scientific and technological knowledge to develop Sa Dec flower village.
Regarding socio-economic development tasks, the ward has basically achieved the set goals. Arrange 7 points to receive and resolve administrative procedures for people
Sa Dec Ward was established on the basis of arranging the entire natural area and population size of 8 administrative units under the People's Committee of Sa Dec city before (Ward 1, Ward 2, Ward 3, Ward 4, An Hoa Ward, Tan Quy Dong Ward, Tan Khanh Dong Commune, Tan Quy Tay Commune) and officially operated from July 1, 2025. Sa Dec Ward has an area of 46.92 km2, with an estimated agricultural land area of 27.48 km2 (of which the ornamental flower area is 9.48 km²), a population of 104,509 people.
Regarding the work of organizing the local government apparatus according to the 2-level model, the People's Committee of Sa Dec ward established 4 specialized departments, one public service unit (Public Service Supply Center) and 24 school units (the number of cadres and civil servants is 167 people; the number of public employees is 935 people). The ward established 32 hamlets, 485 self-governing people's groups, and 05 great solidarity spaces.
In the ward, there are 7 points of receiving and returning results, creating favorable conditions for people and businesses to carry out administrative procedures at the points, reducing pressure on time and travel distance.
Up to now, the ward has received and returned the results of administrative procedures with a number of about 10,105 files, of which 9,817 files have been resolved (files resolved before the deadline and on time reached 94.6%); the total number of files resolved overdue is 283 files and the number of files resolved late is 247 files...

When reorganizing administrative units according to the 2-level local government model, there are currently 15 redundant headquarters due to rearrangement. There is a plan to handle 10 headquarters, and the remaining 5 headquarters are completing the handling plan.
Regarding the socio-economic development task, the leader of Sa Dec ward informed that by October, the locality had completed 11/20 targets, reaching 55% of the plan, and it is estimated that by 2025, it will reach 19/20 targets. The total budget revenue in the locality by October 31 reached more than 361 billion VND, reaching more than 57%; the whole year is estimated to reach more than 438 billion VND, reaching nearly 70% of the plan.
The total number of projects registered in the industrial park in the ward is 39 projects with a total investment capital of 6,566 billion VND, attracting and creating jobs for 8,196 workers.
Up to now, the ward has over 700 enterprises with a total registered charter capital of 5,122 billion VND, and 6,881 individual business households with a total capital of 976,775 billion VND, making a very important contribution to the development of Sa Dec, helping the economy of Sa Dec ward to grow stably, creating jobs for local workers.
The Ward has 8 active Cooperatives, including 5 Agricultural Cooperatives with a total of 295 members. The Ward has 7 Association Halls with 234 active members.

The education and health care system in the ward basically meets the needs of studying and medical examination and treatment of the people. However, Sa Dec Hospital is currently overloaded, which is also the reason why recently, the number of cases transferred to higher levels.
Regarding the progress of preparations for the 2nd Sa Dec Flower and Ornamental Plant Festival, the leader of Sa Dec Ward People's Committee said that the local flower and ornamental plant preparation stages have been signed with farmers; some infrastructure projects such as Sa Nhien flower road, Sa Nhien bridge, N2 road... are urgently completing items to serve the Festival in time.
