Perfecting the coordination mechanism for implementing industrial promotion activities

In order to continue improving the effectiveness of industrial promotion work, the Department of Industry and Trade of Bac Ninh province will focus on perfecting the mechanism, policies and plans for the period 2026 - 2030; in which, advising the Provincial People's Committee to develop a Resolution regulating the content, expenditure levels and coordination mechanism for implementing industrial promotion activities from the province to the grassroots level, ensuring unified, synchronous and effective management.

Implement practical and effective industrial promotion projects

Bac Ninh is one of the leading dynamic industrial centers in the country. With a favorable geographical location, located in the Northern key economic region, the province has attracted many large domestic and foreign enterprises to invest in the fields of electronics, semiconductors, processing - manufacturing and high technology. Concentrated industrial zones such as Yen Phong, Que Vo, Tien Son ... have become attractive destinations for many investors, making important contributions to economic growth and local budgets.

In addition to the strong development of modern industry, Bac Ninh also has favorable natural conditions, land and soil for the development of agriculture and agricultural processing industry; thanks to that, many typical products bearing the Bac Ninh brand have affirmed their position and reputation in the domestic and international markets, typically Luc Ngan litchi, Chu noodles, Van village wine, and many other traditional craft village products...

In recent times, the coordination between the Department of Industry and Trade and localities has achieved many positive results, clearly demonstrated through the implementation of industrial promotion activities.

In the period of 2021 - 2025, the Department of Industry and Trade of the province has implemented 224 industrial promotion projects with a total support budget of nearly 62 billion VND; of which, Bac Ninh province (old) implemented 120 projects with a support budget of more than 33 billion VND; supported nearly 90 production facilities to invest in advanced equipment; Bac Giang province (old) implemented 104 projects with a support budget of more than 28 billion VND.

Industrial promotion projects are implemented in a variety of ways, including supporting the application of advanced machinery and equipment in production; vocational training for rural workers; building technical demonstration models; promoting trade and introducing typical rural industrial products.

In general, industrial promotion activities in Bac Ninh province have been implemented practically, effectively and in the right direction. These programs have created conditions for many enterprises, cooperatives and small-scale production households to expand their scale, innovate technology, and improve competitiveness; at the same time, contributing to mobilizing social resources to invest in rural industrial development, in accordance with the planning and industrial development plan of the province.

Strengthening monitoring and evaluation of industrial promotion projects

After the merger, Bac Ninh province has 99 communes and wards. The Department of Industry and Trade of the province said that the coordination with the People's Committees of communes and wards in implementing industrial promotion activities is not really synchronous, some places are still confused in organizing and monitoring the implementation of projects. The reason is that after many months of operating the new model, many People's Committees of communes and wards have not arranged enough human resources in specialized departments; including the Industry and Trade sector under the Economic Department or the Economic, Infrastructure and Urban Department.

In the coming time, in order to continue improving the effectiveness of industrial promotion work in the province, the Department of Industry and Trade will focus on perfecting the mechanism, policies and plans for the period 2026 - 2030, including advising the Provincial People's Committee to develop a Resolution regulating the content, expenditure levels and coordination mechanism for implementing industrial promotion activities from the province to the grassroots level, ensuring unified, synchronous and effective management.

At the same time, standardize documents and guidance documents on industrial promotion work, provide full information and guidance to officials in charge of the Industry and Trade sector at the Economic/Economic, Infrastructure and Urban Departments as well as public service units under the People's Committees at the commune level, in order to create consistency in the organization, implementation, monitoring and management of industrial promotion activities.

In addition, the training and development of grassroots staff and the development of a network of commune-level park promotion will be implemented systematically. Thereby, promptly grasping the support needs of enterprises, cooperatives and small-scale production households to orient, select and implement appropriate projects.

In the 2026 - 2030 period, the province aims to support the construction of at least 3 technical demonstration models; support investment in advanced equipment for about 90 production facilities; organize 2 exhibition fairs of typical rural industrial products and handicrafts; organize 2 rounds of voting for typical rural industrial products at the provincial level...

The Department will strengthen propaganda, introduce and replicate successful industrial promotion models; to promote dissemination, raise awareness and responsibility of local authorities and encourage active participation of the community in rural industrial development.

In particular, strengthen supervision, monitoring, inspection and evaluation of the implementation of industrial promotion projects; promptly propose adjustments, supplements or stop projects that do not meet requirements, are behind schedule or have violations, ensuring that funding sources are used effectively, for the right purposes and maximize benefits for production establishments as well as the community.
