Ho Chi Minh City: 9 land-use conversion projects include areas of rice paddy land.

On May 6th, the People's Committee sent a document to the Department of Agriculture and Environment, the People's Committees of districts and communes, and Thu Duc City regarding the implementation of land use conversion for rice cultivation land areas according to Resolution 29 of the Ho Chi Minh City People's Council dated April 18, 2025.

Accordingly, the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to take the lead and coordinate with relevant departments, agencies, and the People's Committees of districts, counties, and Thu Duc City to implement Resolution 29.

Specifically, the Department of Agriculture and Environment directed the updating and identification of the location and area of ​​the projects, the area requiring conversion of rice land use, and the specific boundaries down to each commune-level administrative unit for the 9 projects requiring conversion of rice land use. It also urged the expedited completion of the approval of the 2025 land use plan at the district level. Furthermore, it directed the preparation, appraisal, approval, and public announcement of the annual land use plan at the district level…

For matters exceeding its authority, the Department of Agriculture and Environment will report, advise, and propose to the Ho Chi Minh City People's Committee for consideration in accordance with regulations.

On April 18th, the Ho Chi Minh City People's Council issued Resolution 29, approving the list of projects requiring land-use conversion that include rice cultivation land in Ho Chi Minh City.

Accordingly, there are 9 land-use conversion projects involving rice paddy land. Of these, District 12 has 1 project, the Dat Gia apartment complex located in Thoi An ward; Binh Chanh District has 4 projects including the construction of Vinh Loc A Kindergarten, Vinh Loc B Kindergarten, Vinh Loc B Secondary School (phase 1), and Hoa Phuong Kindergarten; Hoc Mon District has 1 project, the construction of Thoi Tam Thon 1 Secondary School; and Thu Duc City has 3 projects: a high-rise mixed-use residential, commercial, and office building project, the construction of the Ho Chi Minh City Ring Road 2 section from Phu Huu Bridge to Vo Nguyen Giap Street, and the construction of the Ho Chi Minh City Ring Road 2 section from Vo Nguyen Giap Street to Pham Van Dong Street.
