In the second quarter, the city focused on a series of solutions ranging from human resource training and improving institutional policies to infrastructure, continuing preparations for the reorganization of administrative units in conjunction with the implementation of Resolution 57.

On the afternoon of April 14th, the Party Committee of the Ho Chi Minh City People's Committee held its second (expanded) meeting of the Executive Committee of the Party Committee of the Ho Chi Minh City People's Committee for the 2020-2025 term.
The conference was chaired by the following comrades: Nguyen Van Duoc, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Ho Chi Minh City; Duong Ngoc Hai, Member of the Standing Committee of the City Party Committee, Permanent Deputy Secretary of the Party Committee, Permanent Vice Chairman of the People's Committee of Ho Chi Minh City; Tran Van Nam, Deputy Secretary of the Party Committee of the People's Committee of Ho Chi Minh City; and Ngo Thanh Tuan, Deputy Secretary of the Party Committee of the People's Committee of Ho Chi Minh City.
Develop policies to support AI and integrated circuit training.
Speaking at the conference, the Party Secretary and Director of the Ho Chi Minh City Department of Science and Technology, Lam Dinh Thang, stated that after Resolution 57 was issued, Ho Chi Minh City implemented it with urgency and seriousness, achieving important initial results. Specifically, Ho Chi Minh City focused on reviewing and improving institutions and policies to create a favorable environment for the development of science and technology, innovation, and digital transformation, viewing these as competitive advantages.

The city has approved nearly 1,800 internal procedures for handling administrative procedures, of which more than 1,700 have been restructured to be streamlined, reducing time (saving more than 3,500 working hours) and steps, facilitating the deployment of online public services.
The city has effectively implemented the resolutions of the Ho Chi Minh City People's Council issued in accordance with Resolution 98. Initial results are encouraging, attracting applications and approving organizations to participate in the formation of an internationally standardized research center (in the field of microchips and new materials) with an estimated budget of 200 billion VND; approving support for 152 innovation and startup projects with a total budget of 10.3 billion VND; and granting permits for unmanned aerial vehicle (UAV) testing.
In addition, Ho Chi Minh City is preparing to invest in an AI application project to support citizens, businesses, and officials in resolving administrative procedures. In the second quarter, Ho Chi Minh City will continue to expand training courses on AI for officials, civil servants, and citizens; and develop a draft resolution of the Ho Chi Minh City People's Council on specific mechanisms and policies to implement Resolution 57...

In the near future, the Department of Science and Technology will continue to effectively implement the breakthrough policies of Resolution 98 (testing UAVs and autonomous vehicles; supporting startup projects; developing international standard research centers). Along with that, it will implement four pilot projects in coordination with the Ministry of Science and Technology on developing the Ho Chi Minh City Innovation Startup Center, policies for commercializing research results, mechanisms for using the Science and Technology Development Fund by enterprises, and financial mechanisms to support infrastructure for science and technology and innovation organizations.
In addition, Ho Chi Minh City has completed its report assessing the startup ecosystem and plans to rank among the top 100 most dynamic global ecosystems. The city will implement an information system to monitor targets and tasks under Resolution 57; accelerate the expansion of the concentrated Information Technology Park and the construction of a multi-purpose High-Tech Center; break ground on the Viettel Data Center in Cu Chi; and inaugurate the Ho Chi Minh City Creative Startup Center building.
The Director of the Ho Chi Minh City Department of Science and Technology stated that Ho Chi Minh City will collaborate with the Vietnam National University Ho Chi Minh City to develop policies supporting AI and microchip training, training internationally qualified human resources, promoting digital transformation, applying science and technology, and innovation in management and society, and strengthening international cooperation. Simultaneously, preparations will continue for the reorganization of administrative units in conjunction with the implementation of Resolution 57.
Focus on resolving outstanding projects.
According to Le Thi Huynh Mai, Secretary of the Party Committee and Director of the Ho Chi Minh City Department of Finance, Ho Chi Minh City is facing significant challenges from the 46% reciprocal tariff imposed by the United States. However, this also presents an opportunity for the city to transform its growth model, expand domestic and international markets, and promote the private sector and science and technology.

To achieve the target of 10% GRDP growth in 2025, the Director of the Department of Finance proposed four groups of solutions, focusing on leveraging special mechanisms, ensuring budget revenue and expenditure, supporting businesses, promoting investment, and improving the investment environment.
This includes continuing the implementation of Resolution 98/2023/QH15, proposing additional breakthrough financial policies to support high-tech projects, renewable energy, and urban infrastructure. Alongside this, the plan to mobilize social resources for infrastructure will be further promoted, aiming to attract over 620,000 billion VND, leveraging the specific mechanisms of Resolution 98 to attract private capital into transportation, logistics, and high-tech zones.
Recognizing that resolving outstanding projects is also an urgent task, the Department of Finance has focused on coordinating with working groups of the Ho Chi Minh City People's Committee to handle 571 outstanding construction projects, aiming to resolve 100% of obstacles under the city's jurisdiction within the year.
At the same time, implement flexible capital reallocation, prioritizing funds for projects with the potential for rapid disbursement; promote domestic consumption stimulus programs, and tap into the vast market of over 25 million people in the Southeast and Mekong Delta regions.
