On May 13, 2023, regarding officials who have committed violations and must take responsibility if their agency or unit has wrongdoing, during a meeting with voters in Hanoi , General Secretary Nguyen Phu Trong clearly stated that for officials who have committed violations and whose hands are already stained, the best thing is for them to resign; that would be gentle, humane, and progressive.
The General Secretary added, "If they are unworthy, then they should resign; that is humane, compassionate, and humane. There have been many such cases, and there will be more in the future, just wait and see!"
In the past, several officials, including high-ranking ones, have been disciplined in accordance with this principle. Following the General Secretary's meeting with constituents for nearly 10 days, on the afternoon of March 22nd, the National Assembly dismissed Mr. Nguyen Phu Cuong from his position as Chairman of the Finance and Budget Committee. Prior to this, the mid-term Central Committee meeting of the 13th Party Congress also agreed to relieve him of his position as a member of the 13th Party Central Committee.
Prior to assuming the position of Chairman of the National Assembly's Finance and Budget Committee, from 2016 to 2021, Mr. Nguyen Phu Cuong served as the Secretary of the Dong Nai Provincial Party Committee.
He is the successor to Tran Dinh Thanh, who was arrested and detained by the Investigation Police Department - Ministry of Public Security (C03) for bribery and subsequently sentenced by the court.
The aforementioned incident is part of the ongoing investigation into the criminal case of "Violation of bidding regulations causing serious consequences" that occurred at Dong Nai Provincial General Hospital, Tien Bo International Joint Stock Company (AIC), and related entities.
This case was also placed under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negative Phenomena, and was recently brought to public trial.
Regarding the aforementioned case, specifically in the Dong Nai Provincial General Hospital project, former AIC Chairwoman Nguyen Thi Thanh Nhan directly and indirectly instructed her subordinates to bribe former Dong Nai Provincial Party Secretary Tran Dinh Thanh with 14.5 billion VND. Ms. Nhan's bribery activities took place from 2010 to 2021.
In this case, former Chairman of Dong Nai province, Dinh Quoc Thai, also received bribes totaling 14.5 billion VND on 14 occasions from Ms. Nhan and several employees of AIC Company to facilitate the company winning contracts.
Not only were individuals found to have committed violations, but at its 23rd session (November 2022), the Central Inspection Committee concluded that the Standing Committee of the Dong Nai Provincial Party Committee for the terms 2010-2015 and 2015-2020 had violated the principle of democratic centralism and working regulations; lacked responsibility, neglected leadership and direction; and failed to inspect and supervise, allowing the Party Committee, the Provincial People's Committee, and some organizations and individuals to violate Party regulations and State laws in financial management, investment, bidding, and land use in several projects.
The conclusion of the Central Disciplinary Committee also clearly stated that some officials and Party members have deteriorated in terms of political ideology, morality, and lifestyle, violating regulations on what Party members are not allowed to do and the responsibility of setting an example, and have been subjected to criminal prosecution.
According to the conclusions of the Central Inspection Committee at its 23rd session (November 2022), responsibility for the aforementioned violations and shortcomings rests with the Standing Committee of the Provincial Party Committee, the Party Committee of the People's Committee of Dong Nai province, and Mr. Tran Dinh Thanh, former Central Committee member and former Provincial Party Secretary; Mr. Nguyen Phu Cuong, Central Committee member, Chairman of the National Assembly's Finance and Budget Committee, and former Provincial Party Secretary; Mr. Dinh Quoc Thai, former Deputy Provincial Party Secretary, former Secretary of the Party Committee, and former Chairman of the People's Committee of the province; Mr. Cao Tien Dung, Deputy Provincial Party Secretary, Secretary of the Party Committee, and Chairman of the People's Committee of the province…
Mr. Nguyen Phu Cuong was dismissed for the important reason that he had to bear responsibility as the head of the organization when he was the Party Secretary of Dong Nai province.
On November 3, 2021, the Central Committee of the Party issued Regulation No. 41/2021 on the dismissal and resignation of officials and Announcement No. 20, the Politburo's Conclusion on the policy of assigning work to officials under the management of the Politburo and the Secretariat after being disciplined. These regulations and conclusions have become the basis for resignation or dismissal.
Equality before the law also means that those who are guilty must be punished, and those who have done good must be rewarded and promoted. This is also a mechanism to find talented people to serve the people and the country, while eliminating corrupt and opportunistic individuals who exploit the system for personal gain.
Furthermore, even the handling of accountability for heads of agencies and units where violations occur is being carried out decisively and forcefully.
The fact that on May 16, 2023, Mr. Nguyen Phu Cuong submitted a resignation letter from his position as a National Assembly representative, relinquishing the position elected by the 15th National Assembly, and that the National Assembly subsequently proceeded with the procedures for his dismissal, clearly demonstrates this.
