According to research, Thep Xanh Nam Dinh , CAHN, Hai Phong, Ha Tinh, Hanoi FC, SHB Da Nang, The Cong Viettel... sent a proposal to VPF about using a maximum of 4 foreign players on the field. The clubs expect this rule to be changed, thereby increasing the competitiveness of the tournament and helping teams have more flexible tactical options.

A representative of Nam Dinh Green Steel said that the team from the South had to buy many foreign players because they were preparing for the Southeast Asian and Asian tournaments at the same time. Using only 3 "Western" players at most is a waste.
The regulation that each team can use a maximum of 3 foreign players on the field has been applied by VPF for nearly 10 seasons. In addition, teams participating in AFC and Southeast Asian tournaments can register 5 foreign players and use 3 at the same time. This year, the regulation allowing clubs to register 4 and use 3 is causing controversy.
For the remaining tournaments, according to the new regulations, teams in the First Division are allowed to register and use 1 foreign player. For the National Cup, when a V-League team meets a First Division club, each team is allowed to field 1 foreign player. In addition, the 2025/26 season officially "kills" the play-off match. The two teams at the bottom of the V-League table (13th and 14th) are directly relegated, which means the two teams at the top of the First Division are promoted.
