"Giving people a fishing rod" to help them develop their economy.

Loans for job creation are one of the key policy credit programs effectively implemented by the Social Policy Bank - Thanh Hoa Provincial Branch (NHCSXH Thanh Hoa). The capital from this program has proven effective, not only in creating jobs for local workers but also in meeting capital needs, promoting production development, and fulfilling the province's motto of "giving people a fishing rod" for economic development.

Thanks to a job creation loan, Ms. Pham Thi Thuc from Vinh Loc commune opened a garment factory, creating jobs for dozens of workers with stable incomes.

Thanks to preferential loans from the employment program, many households in localities throughout the province have boldly invested in expanding livestock farming, diversifying crops, developing small-scale handicrafts, small-scale services, and family businesses. Many of these economic models have created regular jobs for 5 to 10 workers, contributing to job creation locally and reducing the need for workers to leave their hometowns for work elsewhere.

Determined to develop their economy and improve their family's living standards, Mr. Trinh Van Hung's family in Tay Do commune boldly borrowed policy-based credit to invest in a greenhouse and net house farming model. Thanks to hard work and the correct application of production techniques, Mr. Hung's family has now expanded their greenhouse and net house area to over 4,500 square meters, cultivating various crops such as cantaloupe, honeydew melon, strawberries, and flowers. Currently, Mr. Hung's family's model generates an annual income of 150 to 200 million VND after deducting expenses, providing regular employment for two workers.

Thanks to the employment-generating loan program, Ms. Pham Thi Thuc from Vinh Loc commune opened a garment factory. Ms. Thuc said: “Before, my family only worked in the fields, and our income was unstable. After my child returned from vocational training, the Vinh Loc branch of the Vietnam Bank for Social Policies provided us with preferential loans under the employment program. My family was able to build a factory, invest in an industrial sewing line with 20 machines, and create jobs for dozens of workers with incomes ranging from 5 to 6 million VND per person per month.”

Tran Van Tuan, Secretary of the Party Committee of Vinh Loc commune, said: “We have identified policy-based credit as one of the key solutions to support people in developing their economy and achieving sustainable poverty reduction. Loans for job creation are always carefully reviewed by the local authorities, linked to specific production plans that suit the actual conditions of each household. As a result, many households have escaped poverty, and their lives are becoming increasingly stable.”

The effectiveness of the job creation loan program in localities throughout the province is clear evidence that the State's preferential credit policy has been implemented effectively, providing strong support for people to develop production and increase income. To promptly support job creation, meet people's needs, and promote production development, the Thanh Hoa branch of the Vietnam Bank for Social Policies (VBSP) has proactively coordinated with relevant departments and agencies to advise the Provincial People's Council and People's Committee on allocating entrusted capital. Based on this, the province annually allocates funds from the local budget to the VBSP to implement loans for job creation, maintenance, and expansion, increasing income for workers. Based on the allocated entrusted local budget funds, the VBSP Thanh Hoa has coordinated to provide loans to eligible individuals in need of capital to develop production, business, and improve their livelihoods. As of early May 2026, the total outstanding loan balance of the employment creation loan program at the Vietnam Bank for Social Policies (VBSP) in Thanh Hoa reached nearly 2,500 billion VND, with nearly 32,000 customers currently borrowing capital. The preferential capital from the State has been promptly channeled to poor households and other policy beneficiaries, making a significant contribution to poverty reduction, job creation, social security, and socio-economic development in the locality.

It is known that from January 1, 2026, the loan program for job creation, maintenance, and expansion will be implemented according to Government Decree No. 338/2025. Accordingly, the maximum loan amount to support job creation, maintenance, and expansion for workers will be adjusted to 200 million VND. For production and business establishments, the maximum loan amount is 10 billion VND and no more than 200 million VND per supported worker...

According to Nguyen Ngoc Thanh, Deputy Director of the Vietnam Bank for Social Policies (VBSP) in Thanh Hoa: “In the coming time, VBSP in Thanh Hoa will continue to implement the regulations of the Central Government, quickly disburse allocated capital to the people, strengthen debt recovery, enhance inspection and control of ongoing projects and new loans, ensuring that loans are given to the right people for the right purposes, thereby creating more new jobs, increasing income for workers, and promoting local socio-economic development.”

In reality, the people's need for jobs and economic development is immense. Therefore, continuing to focus on implementing preferential policy credit programs to support job creation will become a solid foundation, further nurturing the aspirations of people to become wealthy in their own homeland.
