That spirit was clearly stated in Directive No. 55-CT/TW of the Party Central Committee on organizing the Lunar New Year celebration in 2026. The directive requires practical care, focusing strongly on the grassroots level, prioritizing the poor, vulnerable groups, people in remote areas, and those heavily affected by natural disasters, storms, and floods.
Based on that policy, the Government promptly implemented it through specific decisions. According to Resolution 418/NQ-CP and Decision 2814/QĐ-TTg, the Government allocated over 2,513 billion VND from the central budget to provide Tet gifts to policy beneficiaries and vulnerable people nationwide. In addition, the President decided to give gifts to over 1.6 million people who have rendered meritorious services to the revolution. These figures demonstrate that preparations were made early, with a clear focus, and as part of the overall social security policy of the Party and the State.
Besides the state budget, the collective efforts of the community, coordinated by the Central Committee of the Vietnam Fatherland Front, continue to be effective. Programs such as "Compassionate Tet," "Tet Reunion - Spring of Gratitude to the Party," "Trade Union Tet Market," and transportation services for workers returning home for Tet... have provided practical support to laborers and those in difficult circumstances. This is vivid evidence of the solidarity and sharing of the entire society with the people during Tet.
Local authorities are proactively implementing Tet (Lunar New Year) welfare programs with significant resources. For example, Ho Chi Minh City plans to allocate approximately 2,300 billion VND from its budget. In addition, thousands of billions of VND will be mobilized from social resources to care for policy beneficiaries and disadvantaged workers. Many other provinces and cities have also balanced resources to expand the scope of beneficiaries. This approach confirms that Tet welfare is becoming increasingly systematic and is considered a regular task linked to the requirement of ensuring social security in the area.
Beyond just giving Tet gifts, many localities have intensified efforts to eliminate temporary and dilapidated houses, continued to implement the "Quang Trung Campaign," built social housing, provided loan support, and created livelihoods..., helping people stabilize their lives right before Tet and giving them more opportunities to restore production and sustainably improve their income after Tet.
However, when the scope of care is broad and resources are substantial, strict implementation is required. Caregiving efforts must ensure transparency, target the right beneficiaries, meet their specific needs, and deliver tangible results. The supervisory role of the Vietnam Fatherland Front and other socio-political organizations is crucial to ensure resources are used for their intended purpose, avoiding duplication or mere formality.
Taking care of people during Tet (Lunar New Year) is one of the practical measures of the leadership capacity and sense of responsibility of Party committees and governments at all levels. When this work is done well, it will be an effective support, creating more motivation for people - especially those in disadvantaged areas - to confidently enter the new year. Stability and confidence among the people are important foundations for the country to continue developing in the new year of the Horse 2026.
