The People's Committee of Da Nang City has just issued a document requesting relevant departments, agencies, units, investors, project management boards, and the People's Committees of districts and communes to manage public investment programs, tasks, projects, and plans during the process of organizing the two-tiered local government apparatus (including the abolition of the district/commune level model and the merger of Quang Nam province and Da Nang city).
Accordingly, the scope of management application includes programs, tasks, and projects using public investment capital and public investment plans in the city under the management of Da Nang and affected by the merger, division, and adjustment of administrative boundaries, including: the medium-term public investment capital plan for the period 2021-2025; the public investment capital plan for 2025, the public investment capital plan for 2024 and previous years before 2024 that are allowed to extend the implementation and disbursement period into 2025.
The implementation process is divided into three phases. The phase prior to the merger or separation decision or resolution involves establishing a working group and assigning a focal point to review and compile a list of public investment programs, tasks, and projects. This list will be submitted to the Department of Finance for consolidation and advice to the City People's Committee before May 30th.
During the consolidation and separation phase (after the decision or resolution is issued), the City People's Committee assigns the Department of Finance to take the lead in compiling and preparing a list of adjustments regarding the project owner and project management units in the medium-term public investment capital plan for the period 2021-2025; the 2025 public investment capital plan; and the capital plans of previous years that are allowed to extend the implementation period into 2025.
The phase following the completion of the organizational restructuring and continued implementation to ensure project progress involves the newly merged departments, agencies, investors, project management boards, and People's Committees of wards/communes (under the People's Committee of Da Nang City) continuing to carry out unfinished programs, tasks, projects, and capital plans.
During the transition period, the organizational structure will be reorganized, project management meetings will be held, or the investor will select a project management consulting unit to carry out project management after the reorganization (if necessary), ensuring compliance with construction law and related laws.
