The City People's Committee has just issued an official dispatch requesting relevant departments, branches, agencies, units, investors, project management boards and People's Committees of districts to manage programs, tasks, projects, and public investment plans in the process of organizing a two-level local government apparatus (including not organizing a district-level model and merging Quang Nam province and Da Nang city).
Accordingly, the scope of management includes programs, tasks, projects using public investment capital and public investment plans in the city under the management of Da Nang and affected by the process of merger, separation, and adjustment of administrative boundaries, including: medium-term public investment capital plan, period 2021-2025; public investment capital plan for 2025, public investment capital plan for 2024 and years before 2024 are allowed to extend the implementation and disbursement period to 2025.
The implementation content is divided into 3 phases. The phase before the decision and resolution on merger and separation will be implemented by establishing a Working Group and assigning focal points to review and make a list of programs, tasks, and public investment projects to be sent to the Department of Finance for synthesis and consultation with the City People's Committee before May 30.
During the implementation phase of consolidation and separation (after the decision and resolution are issued), the City People's Committee assigns the Department of Finance to preside over, synthesize, and make a list of adjustments to the investor and project management units in the medium-term public investment capital plan for the period 2021-2025; the public investment capital plan for 2025 and the capital plans of previous years are allowed to extend the implementation period to 2025.
In the stage after completing the arrangement and organization of the apparatus, continue to implement and ensure project progress, in which the departments, branches, investors, project management boards, and People's Committees of wards/communes (under the People's Committee of Da Nang City) after the merger continue to implement the unfinished programs, tasks, projects, and capital plans.
During the transition and organizational arrangement process, the project management board or the investor selects a project management consulting unit to perform project management work after the arrangement (if necessary), ensuring compliance with the provisions of construction law and related laws.
