Implementation of judicial work in 2020

On January 7, 2020, the Department of Justice held a conference to summarize its work in 2019 and to outline key tasks for 2020. Attending the conference were Mr. Nguyen Khanh Ngoc, Deputy Minister of Justice; Mr. Nguyen Ngoc Thach, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee; representatives from the Internal Affairs Committee and the Department of Home Affairs; leaders from districts and cities; and legal officers from various departments and agencies.

In 2019, with the attention of the Ministry of Justice, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the close coordination of relevant departments, localities, and units, the Justice sector proactively and comprehensively implemented various aspects of its work with many appropriate solutions. The entire sector closely followed the province's socio-economic development goals, proactively and promptly issued work programs and plans, and concretized assigned tasks. Legal support for businesses basically met the requirements. Legal education and dissemination, grassroots mediation, and the building of communes and wards that meet legal access standards achieved many positive results. The dissemination of legal knowledge was emphasized with many rich and effective forms, contributing to bringing the law into life. The content and forms of legal education and dissemination were innovated and strengthened. The Justice sector successfully coordinated the writing contest "Understanding Cybersecurity Law," attracting over 149,000 officials, civil servants, and citizens. Responding to the online contest "School Law," Ninh Binh was one of the leading provinces in terms of the number of participating students, a fact recognized and highly appreciated by the Ministry of Justice.

The management and handling of administrative violations have been strengthened, promptly resolving difficulties and affirming the important role of the Justice sector in advising on and resolving complex cases. State management of administrative and judicial support has received significant attention. The Justice sector has performed well in urging, monitoring, and supervising the activities of notarization, asset auctions, and judicial expertise, contributing to limiting negative practices and inadequacies, and increasing revenue for the state budget. The sector's administrative reform and application of information technology have closely followed the directives of the Central Government and the province, meeting the requirements of citizens and organizations. With the achievements in 2019, the provincial Justice sector was awarded an outstanding unit flag by the Ministry of Justice and a Certificate of Merit by the Provincial People's Committee.

At the conference, delegates focused on discussing the difficulties and obstacles in building communes, wards, and towns that meet the standards for access to law; inadequacies in the dissemination and education of law at the grassroots level; state management in the field of judicial support; civil registration at the grassroots level; the work of drafting, appraising, inspecting, reviewing, and systematizing legal normative documents… From there, solutions were proposed to better implement the key tasks of judicial work in 2020, with the main solutions being: Continuing to effectively implement the Law on the Promulgation of Legal Normative Documents and its guiding documents. Actively participating in contributing opinions to the draft documents submitted to the 22nd Provincial Party Congress; The 13th National Party Congress, especially issues related to building a rule-of-law state, perfecting the legal system, and judicial reform… Continue to strengthen and apply information technology, innovate and diversify forms of legal education and dissemination. Consolidate and improve the team of lecturers, propagandists, and mediators at the grassroots level to meet the prescribed conditions and standards. Organize investigations, surveys, inspections, training, and guidance on the professional work of law enforcement and handling administrative violations. Speaking at the conference, Deputy Minister of Justice Nguyen Khanh Ngoc and Vice Chairman of the Provincial People's Committee Nguyen Ngoc Thach commended, acknowledged, and highly appreciated the efforts of the officials and staff of the provincial justice sector in 2019. To better perform justice work in 2020, they requested that the provincial justice sector closely follow the directives of the Ministry of Justice and the province, proactively develop programs and plans for the synchronized implementation of assigned tasks, strengthen the organizational structure and judicial agencies, enhance training and professional development for justice officials, and effectively advise the Provincial Party Committee and the Provincial People's Committee on the drafting, appraisal, review, and inspection of legal documents, ensuring timeliness and quality; and strictly control the issuance of legal documents in accordance with regulations. Accelerate the application of information technology in the administration, management, and resolution of issues related to citizens and businesses. Innovate forms of legal dissemination, focusing on publicizing legal documents directly relevant to citizens and businesses. Strengthen state management in the areas of administrative violation management and law enforcement monitoring, judicial support, and judicial administration, especially the digitization of civil registration databases coupled with the simplification of administrative procedures and citizen documents. Effectively prevent and deter fraud in the correction and amendment of civil registration records, contributing to the successful fulfillment of political tasks in 2020.
