The "Three Best" emulation movement has quickly become a prominent highlight and a unique hallmark of the People's Public Security force in the new era; it has been and continues to make significant contributions to educating and enhancing political fortitude, fighting spirit, discipline, and strengthening close ties with the people. In many localities and units, the "Three Best" emulation movement has been concretized with a clear system of criteria, linked to each area of work. The Party Committees and the Boards of Directors of the Public Security of provinces and cities have directed units to develop detailed plans, clearly defining criteria, measures, timeframes, implementation roadmaps, and responsible persons. The results of the movement serve as the basis for evaluating and ranking emulation performance monthly and annually, thereby creating genuine and effective motivation for emulation.
The practical implementation of the "Quang Trung Campaign" in Gia Lai shows that the spirit of "Three Best" has been transformed into a driving force, mobilizing local police forces to work diligently day and night, accelerating the construction of houses for the people. More than 120 houses, built with the support of police officers, were quickly completed before the Lunar New Year of the Horse 2026, a vivid testament to the "closest to the people" spirit of the People's Police force.
Many innovative and effective approaches from the "Three Best" movement have been recognized in practice, such as the fact that the Ha Tinh Police force, from the provincial to the grassroots level, simultaneously organized the registration of specific tasks linked to the 21 contents of the movement; contributing to improving the effectiveness of ensuring security and order in the area. A typical example is the drill, military, and martial arts club at Huong Son Commune Police Station, aimed at training professional conduct and improving the capacity to perform duties.
In areas frequently affected by natural disasters such as Huong Khe, Huong Son, and Cam Due, the image of police officers wading through floodwaters to rescue people and transport relief supplies has left a deep impression on the people. Similarly, the "Traffic Safety Shield" model in Thach Ha has proven effective, with commune police organizing "mobile propaganda points" at schools, villages, and hamlets, combined with patrolling and handling violations on roads, gradually forming a traffic culture in the community.
The "Three Best" initiative has become a highlight, attracting and affirming the pioneering role of the youth force within the People's Public Security. With over 50% of the force's personnel, youth union members are truly the core, ready to undertake and successfully carry out difficult and new tasks in complex areas, directly participating in crime prevention and combating various types of crime. Major Nguyen Duy Hung, Head of the Youth Committee of the Hung Yen Provincial Public Security, stated that the youth of the Hung Yen Public Security have implemented hundreds of activities, projects, and tasks strongly focused on the grassroots level; participating in the successful dismantling of criminal, economic, and drug-related cases.
Accordingly, the youth of the Hung Yen Public Security force directly went to the grassroots level, "going from street to street, knocking on every door," visiting every agency and business to disseminate information and guide the activation of VNeID electronic identification accounts. Maintaining and implementing the "Connecting Zalo - For a Peaceful Life" model; the "Saturday Volunteer Day" model; and the "9th Hour of Work - Work Done, Not Hours Done" model... are all solutions that realize the spirit of being "closest to the people."
Spreading the "Three Best" is both a goal to strive for, a way to cultivate character and enhance a sense of responsibility throughout the entire force, and a demonstration of humanity in performing official duties, ready to dedicate oneself to the peaceful and happy lives of the people.
