Implementing Resolution 68-NQ/TW: Focus on implementing and spreading policies that benefit businesses

Abolish 520 administrative procedures, simplify 2,421 administrative procedures this year

Immediately after Resolution No. 68-NQ/TW was issued, the National Assembly , the Government, ministries, branches and localities promptly institutionalized and issued legal documents to put the policies into practice.

Propaganda work was carried out simultaneously, extensively, and richly in content and form at all levels of Party committees, authorities, agencies, organizations, and to the people and businesses. Associations and the business community continued to respond, propose, and contribute many initiatives, solutions, and actions to accompany the Government in implementing the Resolution.

According to the report of the Ministry of Finance, ministries, branches and localities have urgently developed action plans to implement the Resolution in their respective sectors, fields and areas. To date, 34/34 localities after the merger and 21 ministries, ministerial-level agencies and agencies directly under the Government have completed the issuance of plans.

Notably, the results of implementing Resolution 138/NQ-CP of the Government (including 56 tasks, of which 34 tasks are scheduled to be completed in 2025) are relatively positive in terms of institutional and policy improvement. As of September 22, ministries have proactively cut 172 administrative procedures, simplified 718 administrative procedures, and cut 222 business conditions.

The Prime Minister has approved a plan to reduce administrative procedures and business conditions under the management of 14 ministries, including a plan to reduce 348 administrative procedures, simplify 1,703 administrative procedures; and reduce 2,041 business conditions under the management of 14 ministries and ministerial-level agencies.

Thus, it is expected that in 2025, 520 administrative procedures will be abolished and 2,421 administrative procedures will be simplified. The total number of administrative procedures expected to be reduced and simplified is 2,941/4,888 administrative procedures related to production and business activities (reaching about 60.2%); it is expected to reduce 2,263 business conditions in conditional business lines and industries (expected to reach 31%).

At the same time, the Government has directed ministries, branches and localities to urgently and seriously implement many assigned tasks and solutions. To date, 7 laws, 4 decrees and 1 decision of the Prime Minister have been completed.

Positive impact on business operations and the economy

The report of the Ministry of Finance also pointed out that Resolution No. 68-NQ/TW has initially taken effect, positively impacting the market entry situation and business operations.

Since the Resolution was issued, on average, more than 19,100 new businesses have been established each month (of which June reached a milestone of more than 24,000 newly registered businesses), an increase of nearly 48% compared to the average of the first 5 months of the year.

The average number of enterprises entering and re-entering the market grew strongly, reaching more than 31,500 enterprises/month, an increase of about 27% compared to the average of the first 5 months of 2024. In the first 8 months of 2025, the whole country had more than 209,240 enterprises entering and re-entering the market, 30% higher than the number of enterprises withdrawing from the market.

Along with that, the number of newly established business households also recorded remarkable growth, with more than 118% compared to the same period in 2024. In the first 6 months of 2025, nearly 13,700 business households paying lump-sum tax converted to paying tax by the declaration method and nearly 1,480 business households converted into enterprises; in June alone, 910 households converted.

Notably, positive results in production and business have impacted the increase in State budget revenue. In the first 8 months of 2025, State budget revenue of the private economic sector from the non-state industrial, commercial and service sectors reached nearly 296,000 billion VND, equal to 120% over the same period in 2024, of which total revenue from households and business individuals was 17,100 billion VND, reaching 53.4% ​​of the collection task, equal to 131% of the same period in 2024. This positive result contributed to the total State budget revenue in the first 8 months of 2025 of the whole country reaching 1.33 million billion VND, equal to 80.7% of the annual estimate and an increase of 31.8% over the same period last year.

Besides the achieved results, the implementation of the Resolution at the local level is still slow and not as expected, and the qualifications of grassroots officials have not met the requirements.

Also at the working session, leaders of the Ministry of Finance and the Government Office discussed, proposed and recommended solutions to further promote the Resolution into life.

Supplementing and perfecting policies in accordance with the 'breath of life'

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung emphasized the goal of creating an environment and mechanism to mobilize idle capital from the people into the economy. From there, the start-up movement will spread nationwide and promote business activities of the private sector.

However, the Deputy Prime Minister noted that ministries, branches and localities must strengthen the review of specific projects, plans and programs. The presiding agencies need to make more efforts, promote responsibility, be comprehensive and provide timely advice.

Regarding administrative procedures, the Deputy Prime Minister assigned the Ministry of Finance and the Ministry of Justice to strictly control the issuance of new ones, avoiding the situation of "cutting old administrative procedures but issuing new ones that are not really necessary".

In addition, relevant agencies must review, control and promptly warn of tasks at risk of being overdue. If the implementation situation arises with new requirements according to the "breath of life", it must be reported and proposed to the Steering Committee to supplement and perfect the mechanism and policies. For overdue tasks, it is necessary to focus on urging and promoting.

"Immediately implement support policies for business households to transform into enterprises, find out if there are any barriers or concerns. The goal is to create a wave of conversion from business households to enterprises," the Deputy Prime Minister suggested.

Along with that, ministries, branches and agencies closely monitor the implementation of the following tasks: Technology application and transfer, connection of domestic and foreign schools and institutes, associations to take advantage of technology transfer and application of business households and foreign enterprises; access to land, infrastructure, and industrial parks of enterprises; support for enterprises' access to capital; breakthroughs and leadership in human resource training; support for enterprises in digital transformation.

At the same time, the Ministry of Finance continues to develop programs and projects based on specific, detailed topics and contents; organize training and guidance for businesses; and press agencies increase communication and dissemination of information on the implementation of the Resolution.
