Hanoi aims to create breakthroughs and encourage the private sector to thrive.

Hanoi is making breakthroughs in reforming mechanisms and policies, leveraging its strengths and internal resources, and encouraging the private sector to develop at an accelerated pace and achieve significant breakthroughs.

On September 26th, the Hanoi People's Committee issued Plan No. 263/KH-UBND on disseminating information regarding the implementation of Resolution No. 68-NQ/TƯ , the Government's Action Program, and the City Party Committee's Action Plan to implement Resolution No. 68-NQ/TƯ dated May 4, 2025, of the Politburo on the development of the private economy.

The plan aims to widely disseminate the content, objectives, and significance of Resolution No. 68-NQ/TƯ, the Government 's Action Program, and the Hanoi City Party Committee's Action Plan to implement Resolution No. 68-NQ/TƯ to cadres, Party members, civil servants, public employees, businesses, and the people of Hanoi; as well as the policies and directives of the City Party Committee, resolutions of the City People's Council, and plans of the City People's Committee to the entire political system and all strata of the population in the city.

At the same time, the plan aims to raise awareness among officials, civil servants, employees, businesses, and all segments of the population in Hanoi about the role, significance, importance, and potential of the private sector in the overall national economic development and the economic development of Hanoi in particular; thereby creating consensus and unity in understanding and action throughout the entire political system and society.

The plan outlines breakthroughs in reforming mechanisms and policies, leveraging internal strengths and resources, encouraging the accelerated and breakthrough development of the private sector, and deeper participation in key national and city-level programs and projects. Through this, the city affirms the position of the private sector as a crucial driving force in the strategy to enhance the role of the capital city, aiming for double-digit growth in the coming period, contributing to the successful achievement of Hanoi's development goals by 2030, with a vision to 2045.

The plan states that the content of the propaganda should be practical, relevant, and consistent with the viewpoints, objectives, tasks, and solutions of Resolution No. 68-NQ/TƯ and the regulations and guidelines of the Central Committee; inheriting and consolidating related projects, programs, and plans to ensure uniformity and effectiveness.

The forms of communication need to be innovative, and the methods of communication should be adapted to the practical situation of each agency, unit, and target group, especially businesses and citizens, in order to improve the effectiveness of information dissemination.

Communication efforts need to be organized in a timely, coordinated, focused, practical, and effective manner; leveraging the combined strength of mass media, digital platforms, grassroots communication, the propaganda system, the political system at all levels, and the entire society.

At the same time, units closely combine visual and online propaganda with practical activities to enhance the applicability and effectiveness of implementation; regularly inspect, monitor, and evaluate the results of disseminating and thoroughly understanding the Resolution; promptly address difficulties and obstacles; and encourage officials, civil servants, employees, the business community, and intellectuals to participate and contribute initiatives that bring tangible results.
